1250, 1252, and 1254 Edgewood Road, Redwood City Initial Study/Mitigated Negative Declaration Proposal March 25, 2009 Page 2 Our anticipated scope of services to be provided during the CEQA process include; 1) preparing an electronic copy of the Administrative Draft IS (AD Draft), which will be submitted to you for review; 2) incorporating City staff comments on the AD Draft; and 3) producing an electronic copy of the Public Review IS/MND for City staff to reproduce. We will prepare the Notice of Intent (NO!) to Adopt the MND for submittal to the County of San Mateo, make 15 electronic copies of the Public Draft document on CD and prepare the Notice of Completion (NOC) for the State Clearinghouse to start the 3D-day public review process. The Mitigation, Monitoring and Reporting Plan (MMRP) will be prepared for inclusion in the Public Draft IS/MND. Finally, we will prepare the Notice of Determination (NOD) and file it with the State Clearinghouse and the County of San Mateo once the project is approved by the City. Time has been allocated for a kickoff meeting and site visit, two additional meetings with staff, and attendance at two public hearings (most likely one Planning Commission Hearing and one City Council Hearing). We have prepared this proposal based on the scope of work you provided to us and our understanding of the project. We understand that this project is for prezoning and annexation only, however, this scope of work is predicated upon the assumption that the applicants will submit a Tentative Parcel Map for 1250 Edgewood Road, accompanied by a preliminary grading, drainage, and erosion control plan for this parcel, which is proposed to be subdivided into three lots. We also are under the assumption that the owners of the properties at 1252 and 1254 Edgewood Road have agreed to this prezoning and annexation, and that the resultant five- lot annexation area will continue to provide the City of Redwood City with definitive corporate boundary lines. Our scope of work to prepare the IS/MND for this 5-unit annexation area complies with CEQA Guidelines, as amended, and includes answering all of the CEQA Checklist questions pursuant to Appendix G of the CEQA Guidelines. The Checklist questions cover issues not described in the RFP, and as part of our due diligence, we have added a minimum number of hours to complete these Checklist answers. The TRA staff that will be assigned to this project include Christina Lau, Analyst III, Brian Williams, Analyst I, and myself. Christina will be Project Manager assisted by Brian, and I will provide overall document review. Christina, Brian and I have all worked on residential hillside projects within the San Francisco peninsula area, and will be providing ongoing involvement in the project, should we be chosen to prepare this IS/MND.
