<br />1250, 1252, and 1254 Edgewood Road, Redwood City <br />Initial Study/Mitigated Negative Declaration Proposal <br />March 25, 2009 <br /> <br />Page 3 <br /> <br />1. 1250, 1252, 1254 Edgewood Road Prezoning and Annexation, Redwood City, CA <br />Initial StudylMitigated Negative Declaration Scope of Work <br /> <br />TRA will use the standard CEQA Checklist (Appendix G of the CEQA Guidelines) <br />which identifies standards of significance as a basis for evaluating the potential environmental <br />impacts of the proposed project. As part of the technical analysis, we will identify any potential <br />impacts and will present mitigation measures that either avoid significant impacts or reduce all <br />significant impacts to a less-than-significant level. The IS must demonstrate that all potentially <br />significant impacts are reduced to less than significant levels by mitigation incorporated into the <br />project in order to prepare a Negative Declaration. For each mitigation measure identified, we <br />will include, as appropriate, performance standards to allow the City to demonstrate that the <br />measure is being properly implemented and does, in fact, reduce the impact to less-than- <br />significant. <br /> <br />Task 1 - Define Proiect and Environmental Issues. Prepare Data Request. Site Visit <br /> <br />TRA will start the project by reviewing the data that the City of Redwood City has <br />provided us. We suspect that we will need to submit a Data Request asking for site specific <br />project information needed to complete our Project Description. For example, we understand that <br />a geotechnical report has been prepared for this project, and we will need to incorporate the <br />findings of this report into the Project Description and the Geology/Soils section of the IS. We <br />also understand that this project is for prezoning and annexation only, however, we assume that <br />the applicants will submit a Tentative Parcel Map accompanied by a preliminary grading, <br />drainage and erosion control plan. <br /> <br />We will also convene a kick -off meeting at the site with you and other pertinent City of <br />Redwood City staff. Holding the kickoff meeting at the site will help us to get a better <br />understanding of the neighborhood and environmental setting. We will take photos at this time <br />that can be used in the IS/MND as necessary. <br /> <br />Task 2 -- Administrative Draft ISIMND <br /> <br />TRA will provide the IS/MND in a format that is easily understood by agencies, groups, <br />and individuals and that meets the standards of CEQA and the City of Redwood City. TRA will <br />prepare an Administrative Draft IS/MND for submittal to the City of Redwood City. TRA will <br />then revise the IS/MND based on City review and comment prior to publishing the public <br />IS/MND. <br /> <br />Content of the Initial Study <br /> <br />Below is the proposed outline for the IS, followed by a detailed description of the <br />sections and issues to be addressed. <br /> <br />1. Introduction. The introduction serves as the reader's guide to the IS document. In the <br />introduction, TRA will describe the purpose of the IS, describe the elements of the project, the <br />process for project approval, identify the scope of the issues to be addressed in the IS, and <br />present the report organization. <br /> <br />2. Project Description. We understand that the site at 1250 Edgewood Road is <br />proposed to be prezoned to the "R-1-8" (City of Redwood City Residential-Single Family, <br />8,000 square foot minimum lot size) and that <br /> <br />TRA ENVIRONMENTAL SCIENCES, INC. <br />
