<br />1250, 1252, and 1254 Edgewood Road, Redwood City <br />Initial Study/Mitigated Negative Declaration Proposal <br />March 25, 2009 <br /> <br />Page 4 <br /> <br />The site at 1250 Edgewood Road has been extensively graded and supports a single- <br />family residence, one detached accessory dwelling unit, and two detached accessory <br />structures. The sites at 1252 and 1254 Edgewood Road currently work together with 1250 <br />Edgewood Road; the only site access at 1252 Edgewood Road is from the private access <br />dri ve which belongs to 1250 Edgewood Road. <br /> <br />TRA will provide a complete project description, including a description of the project's <br />regional and vicinity location, a description of the existing site conditions, a description of the <br />project objectives, and a list of required permits and approvals. <br /> <br />Graphics will include the site vicinity, the map that shows all three parcels that are <br />proposed for prezoning and annexation, project site plans that show the subdivision of 1250 <br />Edgewood Road, including, but not limited to, a preliminary design map, preliminary grading, <br />drainage and erosion control plans. We will need to have these plans in electronic format (PDF) <br />so that they can be easily incorporated into the document. <br /> <br />3. IS Checklist and Responses. TRA will complete the CEQA Environmental Checklist <br />and will provide a response to every Checklist question, including those answered with a No <br />Impact response. TRA will provide an appropriate level of discussion for each question, <br />including existing setting information, project information, identification of potential impacts, <br />and recommended mitigation measures. <br /> <br />The impact analysis will apply specific criteria for determining the significance of <br />impacts (including thresholds of significance) and applicable agency and professional standards. <br />Mitigation measures will be identified for each potentially significant impact. Mitigation <br />measures shall be recommended as necessary to reduce potentially significant impacts to a less- <br />than-significant level. TRA will indicate the sources used to answer each question. Consistent <br />with Appendix G of the CEQA Guidelines, the following disciplines will be analyzed: <br /> <br />A. Agriculture. The IS/MND will briefly note why the project will not impact <br />agricultural resources. <br /> <br />B. Aesthetics. The IS/MND will briefly note why the five lot annexation project will <br />not impact visual resources. We will evaluate the grading plan as part of the Tentative <br />Parcel Map package for 1250 Edgewood Road in terms of views from the lower <br />ravine and surrounding hillsides. At this time, it is unclear if the map package will <br />contain architectural drawings. As such, we have not included the evaluation of <br />project design or built-out project conditions. <br /> <br />C. Air Quality. TRA will provide appropriately detailed discussions when answering <br />the Checklist questions regarding air quality. The analysis will be consistent with the <br />Bay Area Air Quality Management District (BAAQMD) CEQA Guidelines for <br />Assessing the Air Quality Impacts of Projects and Plans. Since the project is proposed <br />to subdivide the parcel at 1250 Edgewood Road into three parcels, this section will <br />discuss the air quality impacts of adding two more housing units within this area, and <br />of adding the five lot annexation area into the corporate boundaries of the City of <br />Redwood City. This section will also contain a brief discussion determining if the <br />project will contribute greenhouse gases pursuant to the latest CEQA Guidelines and <br />Assembly Bill 32. <br /> <br />TRA ENVIRONMENTAL SCIENCES, INC. <br />
