<br />1250, 1252, and 1254 Edgewood Road, Redwood City <br />Initial Study/Mitigated Negative Declaration Proposal <br />March 25, 2009 <br /> <br />Page 5 <br /> <br />This air quality section will describe short-term (construction) impacts, especially the <br />production of dust during site grading at 1250 Edgewood Road, and will contain the <br />BAAQMD Best Management Practices to be applied as mitigation measures to avoid <br />impacts. <br /> <br />D. Biological Resources. TRA will completely answer all questions in this section. <br />We will provide a description of the environmental setting, complete with all plant <br />species onsite and a list of animal species that can be expected to use the five lot <br />annexation area. We incorporate relevant data from other CEQA documents that we <br />have prepared for other projects that have the same environmental setting (i.e., <br />adjacent to a creek). The findings from the arborist's report of the tree inventory, tree <br />protection measures, etc. at 1250 Edgewood Road will be incorporated as necessary <br />into this section, and a determination of the project's conformance to the City's Tree <br />Preservation Ordinance will be included. Since the five lot annexation areas is <br />completely surrounded by residential development, a search of imperiled species as <br />listed in the California Natural Diversity Database (CNDDB) is not part of this scope. <br /> <br />E. Cultural Resources. We will describe the environmental setting in terms of both <br />historic and archaeological resources. Of special importance is the proximity of 1250 <br />Edgewood Road to Cordilleras Creek, although since the site is currently developed, <br />it is unclear at this time if the proposed grading plan affect buried cultural or <br />archaeological resources. We will make findings and present mitigation measures as <br />appropriate. <br /> <br />F. Geology and Soils. TRA will analyze geological and soils impacts using <br />information contained in the geotechnical report, and the grading, drainage and <br />erosion control plan as part of the Tentative Parcel Map for 1250 Edgewood Road, <br />and the City's General Plan as applicable. We propose to use the professional <br />geotechnical consulting services of the Bay Area Geotechnical Group (BAGG) to peer <br />review this geotechnical report. <br /> <br />According to BAGG, nearby State Seismic Hazard Maps do not include the property, <br />but the nearby mapped State Liquefaction Zone will likely be extended west to cover <br />the northern portion of the property (near Cordilleras Creek) once the State finishes <br />mapping in this vicinity. All findings and recommendations from both the <br />geotechnical report and geotechnical peer review document, especially concerning <br />liquefaction, will be incorporated into this section of the IS. <br /> <br />G. Hazards and Hazardous Materials. TRA will answer Checklist questions with <br />the discussion to be based on existing available information. <br /> <br />H. HydrologylW ater Quality. TRA will provide an impact discussion that addresses <br />impacts to water quality from short-term construction activities and long-term project <br />usage. The section will include a description of the project's effects on adjacent <br />Cordilleras Creek, which is up to about 20 feet lower in grade than the existing rough <br />grade elevation at Parcell as shown in the Preliminary Design Map of 1250 <br />Edgewood Road. This section of the Checklist will note if trees are to be removed <br />within the creek corridor, and discuss impacts and mitigations to ensure bank stability <br />as appropriate. <br /> <br />TRA ENVIRONMENTAL SCIENCES, INC. <br />
