<br />1250, 1252, and 1254 Edgewood Road, Redwood City <br />Initial Study/Mitigated Negative Declaration Proposal <br />March 25, 2009 <br /> <br />Page 6 <br /> <br />This section will also list the NPDES permit requirements for construction projects <br />that would be applied to the development of the site by the City of Redwood City. <br />These may include, but are not limited to, implementation of a Storm Water Pollution <br />Prevention Plan (SWPPP), and Best Management Practices for erosion control. We <br />will contact the relevant City of Redwood City staff and will comply with their <br />recommendations concerning hydrology and water quality, and compliance to local <br />and state standards. Our scope and budget does not include preparation of the <br />SWPPP. <br /> <br />I. Land Use and Planning. As stated in the March 13, 2009 RFP this project will <br />need a Zoning Map Amendment to Prezone a property to the Residential Hillside <br />(RH) Zoning District, a Planned Development Permit, and a Parcel Map for the <br />proposed five lot subdivision (three residential lots and an easement for access at <br />1250 Edgewood Road, and also 1252 and 1254 Edgewood Road). The existing land <br />use setting will be described, including General Plan designations, zoning <br />designations and standards, and the Planned Development and RH Zoning District <br />requirements. This section of the IS will also analyze the conformance of the action to <br />divide the one lot at 1250 Edgewood Road into three lots ranging from 10,000 square <br />feet to 18,000 square feet. This section will also analyze the conformance of the <br />proposed setbacks from all property lines and from Cordilleras Creek with City <br />policies. <br /> <br />TRA will answer all of the CEQA checklist questions, discuss lot coverage issues and <br />make a determination of compliance to all of the relevant plans, policies and <br />ordinances, and with neighborhood compatibility. <br /> <br />J. Mineral Resources. The IS/MND will briefly note why the project will not <br />impact mineral resources. <br /> <br />K. Noise Issues. As the surrounding area is currently rural/residential, the five-lot <br />annexation and prezoning, and the subdivision of 1250 Edgewood Road into three <br />parcels is not expected to result in significant impacts. Future noise levels will be <br />compared to acoustical criteria contained in the City of Redwood City's Noise <br />Element and Noise Ordinance, and impacts on adjacent residents will be discussed. <br /> <br />L. Population and Housing. The existing setting will be described. The <br />significance of the project's contribution to the City's population increase as a result <br />of the subdivision of 1250 Edgewood Road into three parcels will be discussed. No <br />impacts from annexing and prezoning the two residences at 1252 and 1254 Edgewood <br />Road are expected, and our analysis to determine this finding will be included in this <br />section. <br /> <br />M. Public Services. The IS/MND will describe the project's anticipated public <br />service needs and include a complete list of service providers. Possible impacts to <br />those providers will be assessed. <br /> <br />N. Recreation Resources.
