1250, 1252, and 1254 Edgewood Road, Redwood City
Initial Study/Mitigated Negative Declaration Proposal
March 25, 2009

Page 7

o. Transportation/Traffic/Circulation. As stated in the RFP, the three new
residences at 1250 Edgewood Road are not expected to increase trip generation
significantly, and the annexation and prezoning of the existing residences at 1252 and
1254 Edgewood Road will not change trip generation estimates or traffic patterns.
We will answer all checklist questions, and will determine if the project meets the
City's fire access requirements.

P. Utilities and Service Systems. The IS/MND will describe utilities and services
needed for the project and discuss potential impacts on utility providers. This analysis
will include a discussion of the proposed waterline extension to Maxwell Lane and
the proposed sewer extension to 1250 Edgewood Road. This analysis will also include
an analysis of utility capacities as necessary.

Q. Mandatory Findings of Significance. Responses to these questions will be based
on the impact discussions of the IS/MND and whether the project has any potentially
significant impacts. Our discussion will reference incorporated and recommended
mitigation measures as appropriate.

4. References. TRA will provide a reference list identifying sources used in answering
each question. TRA will list the names of firms and individuals that contributed to the
preparation of the Initial Study.

5. Mitigated Negative Declaration and Appendices. TRA will prepare a Mitigated
Negative Declaration (MND) pursuant to the California State Public Resources Code and the
CEQA Guidelines, as amended to date. This MND section will contain a 2-4 paragraph project
overview and the findings of the Initial Study. All potential impacts and mitigation measures
from the Initial Study will be summarized in this document.

The appendices will include any reports or technical studies used in the preparation of the
IS/MND, including the arborist's report, the geotechnical report that the City of Redwood City
will provide to us, and the peer review of this geotechnical report, to be prepared by the Bay
Area Geotechnical Group as part of this scope.

Task 3 - Revise Administrative Draft (AD) ISIMND and Prepare Public ISIMND

TRA will revise the AD Draft IS/MND in response to comments from the City of
Redwood City. An electronic copy of the IS/MND ready for public release will be provided to
the City. The scope and budget assumes the City will print and distribute all copies of the
IS/MND. The scope and budget further assumes no more than one round of comments from the
City. TRA will also prepare the Notice of Intent to Adopt the MND and file this with the County
of San Mateo, which when published will start the public review period.

TRA ENVIRONMENTAL SCIENCES, INC.
