Task 2. Evaluate Proposed Projects and Probable Construction Cost
Task 2a. Inspection and Observation Evaluation
Consultant shall compile the inspection and observation data for further review. Review
will include identifying specific deficiencies and areas that may need repair in the near
future. These areas will be tabulated and located on an exhibit for later use in the report.
Task 2b. Proposed Project Identification
Consultant shall outline conceptual repair projects based on the areas identified in Task
2a. Concepts will be described in short list form, given identification numbers for cross-
referencing and shown schematically on an exhibit for later use in the report. Concepts
will be developed to the extent that we will be able to obtain engineer's opinion of probable
construction cost.
Task 2c. Engineer's Opinion of Probable Construction Cost
Consultant shall prepare an Engineer's Opinion of Probable Construction cost based on
the projects identified in Task 2b, at a conceptual level, these costs will be based on
typical linear feet of pipe replacement and reflective of the conceptual nature of the
proposed. We will not be obtaining bid costs from contractors.
Task 3. Project Prioritization, Assessment Calculations, and Report
Task 3a. Project Prioritization
Consultant shall prioritize the proposed projects identified in Task 2b. Consultant shall
meet with City staff to review the projects and evaluate the critical projects that would
result in failure or poor performance of the system. Projects will be ranked and given an
expected date for repair for the upcoming 5 -year budget cycle.
Task 3b. Assessment Calculations
With the projects prioritized and engineer's opinion of probable construction cost,
Consultant shall calculate the expected assessments for the 5 -year budget cycle.
Assessments will be broken down by system type and proposed project to create the
overall program for repair or replacement during the 5 -year budget cycle. Assessments
will also be broken down by parcel to identify individual parcel assessment, based on the
prior City Manager's report.
REV: 12-23-2020 PR
ATTY/AGR.2020.312/BKF Engineers (CFD No. 2020-1 Seaport Centre/Seaport Plaza) (Page 12 of 17)
