<br />6.1A <br />Page 9 <br />consideration of school and/or child care facility expansion beyond the approved <br />population of 50 students and no more than 80 students will largely be contingent upon the <br />applicant's ability to demonstrate full compliance with all of the conditions of approval set <br />forth herein for the minimum of one (1) school year. Student population increases beyond <br />50 students and no more than 80 students shall be reviewed and approved by the Zoning <br />Administrator. <br /> <br />14. The applicant shall be required to verify student enrollment and provide updates on the <br />required property improvements as outlined in the conditions of approval set forth herein <br />with the City every six (6) months commencing the 2009-2010 school year until the <br />applicant has demonstrated full compliance with all of the conditions of approval set forth <br />herein. The City reserves the right to require additional check-ins as deemed necessary by <br />the Zoning Administrator to verify compliance with the conditions of approval set forth <br />herein. The applicant shall be required to apply for a new Use Permit for a student enrollment beyond the <br />scope of this Use Permit, as well as any increase in overall occupancy, expansion of classroom <br />size, and/or the use of additional classroom space, and shall be subject to a public hearing and <br />review and approval by the Zoning Administrator. <br /> <br />16. The child care facility hours of operation are generally between 8:00 AM to 5:00 PM, Monday <br />through Friday. The school hours are generally between 8:30 AM to 3:00 PM, Monday through <br />Friday, with extended hours until 6:00 PM. Earlier arrivals and later departures by staff and <br />students are to be expected and are typical for the proposed uses. Classes shall have staggered <br />start and end times to spread the peak-hour trip generation to and from the site. The applicant <br />shall submit the final schedule to the Zoning Administrator one month prior to the commencement <br />of classes. <br /> <br />17. In addition to the standard weekday hours, additional hours for occasional weeknight and <br />weekend activities associated with accessory uses of a school (e.g. small student performances <br />and or presentations) are allowed provided that these events can be completely accommodated <br />on-site, with the existing parking provisions. Larger events may require a separate Use Permit <br />review. <br /> <br />18. Student parking passes shall be required for students who will drive to school and park on the <br />subject property. Passes shall be limited to the available supply established by Woodside Hills <br />Christian Academy and students involved in carpooling shall have priority over students who will <br />drive alone in determining the allocation of parking passes. <br /> <br />19. No long-term on-street parking shall be allowed by students and/or staff associated with this use. <br /> <br />20. In the event that the proposed uses cause detrimental parking and/or traffic impacts to the <br />surrounding neighborhood and/or businesses as determined by the City, or that on-site parking <br />facilities are reduced, the City reserves the right to give additional consideration to the <br />implementation of a Transportation Demand Management (TOM) program. When such a program <br />is determined necessary by the City, the applicant shall have thirtv (30) calendar davs from the <br />date of such determination to submit a TOM program for review and approval by the Zoning <br />Administrator. <br /> <br />21. Within th/rtv (30) calendar davs from the date of this Notice of Official Action, the applicant shall <br />submit detailed plans for the proposed outdoor dining area for break and/or lunchtime use to the <br />Zoning Administrator for review and approval prior to establishment of this outside function.
