<br />maps, background materials and support documentation from the applicant as <br />well as relevant material that might have relevance to the review process and <br />assist in the compilation and procurement process as necessary. The Consultant <br />will review these materials to become familiar with all project information. A <br />deliverable that will emerge from this process will be a compendium list of all <br />relevant reference materials, and a preliminary outline of key issue topic areas <br />that comprise the basis of the plan application. <br /> <br />Item Two: Identification of the Peer Review Team. Based on the key issue list <br />generated in Item 1 above, the Consultant will begin to determine the disciplines <br />and consultant team members that may be required to adequately review and <br />assess the respective plan components to determine the application <br />completeness. Team members would include existing City staff, paid consultants <br />who are currently working on the City's update to the General Plan and other <br />newly identified consultants who have expertise to evaluate specific components <br />of the plan. The Consultant will assist the City- in identifying the various roles that <br />will be required on the team, identify other potential consultant resources and <br />assist in the evaluation of the composition of the final team. <br /> <br />As part of this process, the City has asked the Consultant to allow outside <br />consultant team members to be contracted directly to the Consultant. The <br />Consultant will therefore negotiate the contracts with each consultant team <br />member and manage that contract throughout the entire review process. <br />Oeliverables will include investigations, research and compilation of background <br />information on likely review team candidates sufficient for the City to evaluate the <br />suitability of the respective candidate for the peer review team. Upon approval of <br />a particular candidate for the final peer review team, the Consultant will develop <br />a preliminary scope of work summary description and forward to the respective <br />team member. This preliminary scope of work will serve as the basis for <br />developing the actual contractual agreement after the August 10th City meeting. <br />The Consultant will also review a preliminary contractual agreement format with <br />the City that may be used with the respective consultant team members after the <br />City confirmation process has occurred. <br /> <br />Item Three: Creation of a Team Organizational Chart. The Consultant will <br />work with the City in the development of an organizational chart that will layout <br />the composition of the team, the hierarchical structure and the decision making <br />process. This Chart will be developed and presented to the City prior to August <br />10th. <br /> <br />Item Four: Development of a Review Process. The Consultant will assist the <br />City in the creation of a step by step review process for the entire project. The <br />Consultant will develop an outline approach and present this to the City before <br />August 10th. The City will review this both internally and with OMB and work with <br />the Consultant to finalize this approach.
