<br />7A <br />Page 2 <br /> <br />Council Involvement <br />Copies of the Grand Jury Report and the SBWMA response have been provided to <br />each Council member for review. Moreover, the Council Solid Waste Committee <br />(consisting of Mayor Rosanne Foust and Council members Jim Hartnett and Barbara <br />Pierce) reviewed this Report and met with the staff on August 10 (Mayor Foust not in <br />attendance) to discuss the Grand Jury Report and provide direction to staff to draft the <br />response contained herein. Despite being unable to attend the Solid Waste Committee <br />meeting on August 10 Mayor Foust has been closely involved in the preparation of this <br />draft response. <br /> <br />In general the Solid Waste Committee has been very satisfied with the contractor <br />selection processes recommended to and approved by the member agencies that were <br />initiated in 2005. The Committee believes that the Council was kept well apprised <br />throughout these processes and had ample opportunities to provide direction to staff <br />and to monitor the processes. Additionally, the Committee was very pleased with the <br />number of opportunities that proposers and other interested parties had to voice their <br />concerns and raise questions throughout the processes at public meetings. <br /> <br />With respect to the selection of Recology as the City's franchised waste and recycling <br />hauler the Council dedicated the better part of the September 8, 2008 Council meeting <br />to deliberating on staff's recommendation. At this meeting the Council heard <br />comments, criticisms, and questions from the proposers who were not recommended <br />and was pleased with the responses from City staff, SBWMA staff, and the consultants <br />retained by the SBWMA to assist in evaluating the proposals. <br /> <br />In April 2009 the Council dedicated part of one Council meeting and held a special <br />meeting to consider the recommendation from the SBWMA facility operator selection <br />committee that SBR be selected to operate the SRDC. <br /> <br />The Solid Waste Committee noted that several of the issues raised in the Grand Jury <br />Report were also raised at the above public meetings and were thoroughty vetted at <br />those meetings with the Council being provided with satisfactory information upon which <br />to arrive at their decisions. In summary, the Solid Waste Committee strongly believes <br />that the processes were fair and that City Council took these processes very seriously <br />and monitored them closely with the end result being that the interests of the residents <br />and businesses in Redwood City are well served by the outcomes. <br /> <br />Recommended Responses <br />The following are the recommendations from the Grand Jury Report followed by the <br />responses agreed to by the Committee: <br /> <br />1. "Meet and reconsider the pending contracts with Norcal and South Bay in light <br />of the information contained in this Grand Jury Report." <br /> <br />Response: The Grand Jury Report did not provide any new information to the <br />Redwood City Council. The City Council and the Solid Waste Committee received <br />substantial information about the proposed RFP process before it was enacted and <br />approved the process before it was adopted by the Board. The City Council <br />received substantial written reports and held three public meetings (one for the <br />consideration of selecting the collection contractor and two to provide the CityJs <br />
