<br />7A <br /> <br />Response: This suggestion was discussed by the City Council in 2005 when the Page 4 <br />JPA agreement was most recently amended. At that time the Council felt that the <br />arrangement of having senior staff members from each agency sit on the SBWMA <br />Board of Directors well served the public and member agencies interests. The <br />committee believes that this arrangement continues to be appropriate as major <br />policy decisions such as contractor selection and debt issuance must be brought <br />back to the member agency governing bodies for approval. The City's SBWMA <br />Board representative will monitor discussions and activity concerning this <br />recommendation and will keep the City Council appraised of any pertinent <br />developments. The Council may elect to revisit this matter in the future should <br />circumstances indicate that reconsideration of the Board structure is warranted. <br />However, the Council is very cautious about the potential politicalization of the <br />Board. <br /> <br />Should the Council approve these responses staff will prepare a transmittal letter for the <br />Mayor to sign and this response will be submitted to the Presiding Judge of the Civil <br />Grand Jury before October 8,2009, the deadline for responses to be submitted. <br /> <br />ALTERNATIVES <br />Council may elect to amend or disregard the recommended responses as deemed <br />appropriate. <br /> <br />FISCAL IMPACT <br />There is no fiscal impact associated neither with the Grand Jury Report nor with the <br />recommended response. <br /> <br />eriat::(0 <br /> <br />Director of Finance <br /> <br />Peter Ingram <br />City Manager <br /> <br /> <br />ATTACHMENTS <br />1.
