<br />7A <br />Page 5 <br /> <br /> <br />ATTACHMENT 1 <br /> <br />TRASHT ALK: <br />Rethinking the Waste Management RFP Process by the South <br />Bayside Waste Management Authority <br /> <br />Issue <br /> <br />Did the South Bayside Waste Management Authority follow its stated goal to "conduct the RFP <br />process with integrity and transparency" for the Collection Services Contractor and the Facility <br />Operations Contractor? <br /> <br />Background <br /> <br />South Bayside Waste Management Authority's Request For Proposal Goals <br /> <br />In July 2005, five years before the contract with Allied Waste (Allied) was due to expire~ the <br />South. Bayside Waste Management Authority (SBWMA) initiated two Requests For Proposals <br />(RFP). The RFP process involved, a four-year period for planning, soliCiting and evaluating <br />proposals, and selecting and negotiating with the selected contractors, and a one and one haIf <br />year implementation period leading to commencement of services on or before January 1, 20 It. <br /> <br />The stated goals of the SB WMA during the RFP process were: <br /> <br />.'Integrity) Competition in Selection Process, and Industry-Standard Contract Terms <br />· Conduct the RFP process with integrity and transparency <br />· Maintain the association of Member Agencies <br />· Select contractors that meet Member Agency and SB WMA needs <br />· Enter into contracts with fair tenns and conditions <br />· Set high perfonnance standards and use incentives/disincentives to achieve <br />standards related to: ' <br />- Collection quality <br />- Customer service <br />- Diversion from landfiH disposal <br />. - Deliver high quality cost-effective services to customers <br />· Stimulate competition among proposing companies" <br /> <br />The South Bayside Waste Management Authority <br /> <br />The SBWMA was first formed in 1982 as. the South Bayside Transfer Station (SBTSA) Joint <br />Powers Authority (IP A). Its purpose was to consolidate local collection services and address the <br />need for coordinated municipal efforts to manage solid waste disposal, ensuring that its 12 <br />member agencies (Atherton, Belmont, Burlingame, East Palo Alto, Foster City, HiUsborough, <br />Menlo Park, Redwood City~ San Carlos, San Mateo, West Bay Sanitation District, and <br />unincorporated portions of San Mateo County) would collectively have lower collection and <br />solid waste management costs.
