<br />3. WORK PLAN <br /> <br /> <br />critical in the development of an accurate and focused SttatcgicPlan. P1\'1C will prioritize needs as high, <br />medium, low, or no need. PMC will also set quantitative. goals for each activity proposed over the <br />Consolidated Plan period. <br /> <br />The Strategic Plan will address HUDls statutory goals that are directed principally toward persons oHow <br />and moderate income, which include providing the following: <br /> <br />. Decent housing; <br /> <br />. A suitable living environment; and <br /> <br />. EA-panded economic opportunities. <br /> <br />The Consolidated Plan process will include consultation with outside agencies, identification of <br />collaboration and partnershlp opportunities, interdepartmental coordination, and citizen participation. <br />PMC will describe efforts the City took to consult with outside agencies, provide opportunities for <br />citizen participation, and develop collaboration and partnership opportunities to implement the <br />Consolidated Plan, <br /> <br />TASK 5: ACTION PLAN <br /> <br />In coordination with the preparation of the ConsolidatedPlan,PMC will update the 2010-11 Action <br />Plan in a format that blends the CPMPrequired tables and forms'IN'ith text that is user-friendly and <br />focused on the public reader. The Action Plan outlines the programs and individual objectives for each <br />program year. <br /> <br />Task 5a: Programs and Activities <br /> <br />PMC will create an Action Plan that reflects planned activities, including descriptions ofactivities to be <br />undertaken, quantified objectives, and the amount of funding for the City's proposedpro~ects. Each <br />action will correlate to the housing and community development priorities and goals identified in the <br />Strategic Plan component of the City'::; Consolidated Plan. The actions will be based on the City's needs, <br />past CDBG activities, and information gathered by PMC through City staffinput, community requests, <br />and service provider activities Rnd requests. These actions will be established and descl1bed in an easily <br />readable format outlining the specifics of each activity. PMC will also identify resources available in <br />addition to CDBG funds to implement the Action Plan. <br /> <br />Task 5b: Geographic Distribution <br /> <br />Maps will be provided identifying the geographic distribution of programs and activities. In this section, <br />any areas of lower-income concentration households that will be served by the proposed actions will be <br />identified. Areas of minority concentration that will benefit from the proposed actions will also be <br />shown. <br /> <br />Task 5c: Other Actions <br /> <br />The Action Plan will specifically identify steps the City is taking to meet the needs of the homeless and <br />special needs populations and address obstacles to underserved needs. Actions to foster and maintain <br />affordable housing and remove barriers to affordable housing will be discussed. The City's institutional <br />structure will be identified, describing depattments responsible for overseeing the plan and <br />implementing various actions.
