<br />3. WORK PLAN <br /> <br />In addition, the Action Plan will identify strategies to combat poverty and lead-based paint hazards. The <br />anti-poverty strategy mar be based on a range of employment oppaxtunities and supportive services. <br />Steps to remove lead-based paint hazards, particularly through any housing rehabilitation programs <br />implemented by the City, will be identified. <br /> <br />T ask5d: Certifications <br /> <br />PMC will prepare all certifications required in 24CFR Section 91.225 of BUD regulations. These <br />certifications will be included as a part of the Action Plan. <br /> <br />TASK 6: PREPARATION AND PRESENTATION OF CONSOLIDATED PlAN AND <br />ASSOCIATED DOCUMENTS <br /> <br />PMC will provide Administrative Drafts of the Consolidated Plan and Action Plan that incorporate the <br />work described under Tasks 1 through 5. The Administrative Drafts of each document will be submitted <br />for City staff review by November 24,2009, and February 1,2010, respectively. <br /> <br />Based on comments from City sraff, PMC will prepare revisions and then produce a public review draft <br />of the Consolidated Plan and associated documents in early January 2010. The Consolidated Plan and <br />associated documents will be made available for a 3D-day public review and will he ready for adoption by <br />the City Council in early tvIay 2010. Final Consolidated Plan documents that reflect public comment and <br />previous City staff, Housing and Human Concerns Committee, and Planning Commission input will be <br />presented at the public hearing before the City Council. <br /> <br />Upon adoption by the City Council, the Consolidated Plan and Annual Action Plan will be submitted to <br />HUD for th;erequired 45-day review period. Any changes that are required to the Consolidated Plan <br />documents as a result of HUD comments will be incorporated into the fmal Consolidated Plan. The <br />changes will be identified in an underline/ strikethrough format and presented to City staff for their <br />approval. Any changes requested by City staff will be made and the fmal Plan will be sent to HUD. <br />Based on experience in other jurisdictions, it is anticipated that any changes would not be substantive <br />and the revised documents would not have to be re-adopted by the City Council. <br /> <br />Data Requirements and Participation by the City <br /> <br />The Request for Proposals (RFP) included a specific request for a description of the nature and level of <br />anticipated participation by City Housing staff along -w1.th specific requirements for information and <br />data.PMC does not anticipate the need for extensive City staff time for this project. We have provided <br />this service to many jurisdictions and are familiar with the data requirements and time needs associated <br />with the creation of Consolidated Plans.PMC has access to primary data sources. We also subscribe to <br />several independent data services including demographic information from ESRI, Claritas and others. <br />\Ve will request copies of the City's prior Consolidated Plan in the form of a MS \X'ord document. We <br />will also request the last two years' Action Plans and CAPERs. \Ve will request copies of the City's most <br />recent General Plan lfousing Element and any other re1eyant documents, PMCwill request the City's <br />assistance with obtaining information from other local agencies inCluding the local housing authority and <br />County health and human services agencies. City staff 'will assist PMC to identify local agencies and <br />service provide!s that can provide information on the housing and community development needs of <br />the City. We will also request any other demographic data the City is willing and able to provide. Most of <br />the data PMC anticipates requesting or downloading is listed as available documents in the RFP. PMC <br />will conduct a strategy session with City Housing staff to identify priorities and activities at the start of <br />the project in August. <br /> <br />PMC <br /> <br /> <br />~~ <br />
