6.G. - Page 18 of 23 <br />Page 18 <br />Initial Assessment: Redwood Citv Legislative Priorities for 2021-22 Legislative Session <br />In response to the information gathered from our "Deep Dive" meetings RPPG has already began <br />establishing the groundwork on measures to advance and protect important policy and funding goals. <br />To be clear, this initial assessment is separate from the Redwood City Council priorities which have <br />been identified in 2020 as Housing and Homelessness, Transportation, Children and Youth. As <br />legislation is introduced, RPPG will continually reevaluate, provide analysis, and provide <br />recommendations on offensive and defensive strategies. <br />COVID-19 Local Funding: RPPG will continue to work with our state and federal partners to provide <br />real time accounts on federal and/or state progress made on future COVID-19 local funding. When <br />needed, RPPG will draft federal position letters and work with the Support Local Recovery Coalition, <br />National League of Cities, and others to best position Redwood City for Federal aid. <br />Support the Newly Reintroduced ACA 1: As noted earlier, Assemblymember Aguiar-Curry (D, <br />Winters) has reintroduced her ACA 1, which lowers the vote threshold from two-thirds to 55% for <br />local government general obligation bond, sales tax or transactions and use tax increase for the <br />purposes of funding the construction, rehabilitation, or replacement of public infrastructure, <br />affordable housing, or permanent supportive housing. Upon direction from the City, RPPG will work <br />directly with Aguiar-Curry's office, and other stakeholders to try and advance this policy in the 21-22 <br />legislative session. <br />Excess ERAF Funding (Fix): RPPG is working closely with San Mateo County, the League of California <br />Cities (Cal Cities), and neighboring jurisdictions in the county to explore a permanent fix that would <br />modify the current formula. Thus far we have met with the Cal Cities and San Mateo County directly <br />to assess strategy. Moreover, we are set for a larger stakeholder meeting in mid-January of 2021 to <br />continue the conversation. This will require an approach that will likely be worked out through the <br />state budget process. <br />Initial Assessment: Potential Grant Funding Opportunities <br />In response to the information gathered from our "Deep Dive" meetings RPPG has already conducted <br />an initial assessment of potential funding opportunities the City may consider pursuing. RPPG will <br />continue to monitor and advise on new funding opportunities as they become available. Should any <br />of these opportunities be of interest to the City, RPPG is happy to consult on process, grant content <br />etc. <br />Housing & Homelessness Grant Onaortunities <br />Regional Early Action Planning (REAP) Grants <br />This program allows councils of governments (COGS) and other regional entities to collaborate on <br />projects that have a broader regional impact on housing.
