6.G. - Page 19 of 23 <br />Page 19 <br />entities and governments facilitate local housing production that will assist local governments in <br />meeting their Regional Housing Need Allocation (RHNA). <br />Analysis: Application deadline January 31, 2021. Expected award announcement May 31, 2021 and <br />ongoing. Period of performance expended by December 31, 2023. <br />Multifamily Housing Program (MHP) <br />MHP makes low-interest, long-term deferred -payment permanent loans for new construction, <br />rehabilitation, and preservation of permanent and transitional rental housing for lower-income <br />households. <br />Analysis: Release of the NOFA is scheduled for January 2021 with an Application deadline currently <br />scheduled for March,2021. <br />Veterans Housing and Homelessness Prevention Program (VHHP) <br />VHHP makes long-term loans for development or preservation of rental housing for very low- and <br />low-income veterans and their families. Funds are made available to sponsors who are for-profit or <br />nonprofit corporations and public agencies. <br />Analysis: The next NOFA is scheduled for May 2021. <br />Local Housing Trust Fund Program (LHTF) <br />This program lends money for construction of rental housing projects with units restricted for at least <br />55 years to households earning less than 60 percent of area median income. State funds match local <br />housing trust funds as down payment assistance to first-time homebuyers. A Local or Regional <br />Housing Trust Fund is required to be a public, joint public and private, or charitable nonprofit <br />organization organized under Section 501(c)(3) of the Internal Revenue Code, which was established <br />by legislation, ordinance, resolution (including nonprofit articles of incorporation), or a public-private <br />partnership organized to receive specific public, or public and private, revenue to address local <br />housing needs. The key characteristic of a Local Housing Trust Fund is that it receives Ongoing <br />Revenues from Dedicated Sources of funding sufficient to permit the Local Housing Trust Fund to <br />comply with the requirements of the Program. <br />Analysis: The HCD website indicates that a NOFA will be issued in the Spring of 2021 and applications <br />due by June 2021. This is another project specific grant funding opportunity with some relatively <br />narrow eligibility criteria. <br />Fire Protection <br />Assistance to Firefighters (AFG) <br />Administered by the Federal Emergency Management Agency's (FEMA), the Assistance to Firefighters <br />program focus' on enhancing the safety of the public and firefighters with respect to fire and fire - <br />related hazards. The AFG Program accomplishes this by providing financial assistance directly to <br />eligible fire departments, nonaffiliated emergency medical service (EMS) organizations, and State Fire <br />Training Academies (SFTA) for critical training and equipment. <br />321 <br />
