.~~
II-
Bkf

APPROACH

EXHIBIT A - SCOPE OF WORK

Redwood Shores - Levee Improvements
San Carlos Airport Seement

PROJECT UNDERSTANDING

Our understanding of the levee improvements is based on a meeting with the City and
County on 5/21/09 and 6/4/09. The levee surrounding the San Carlos airport varies in
elevation from about 9.5 to 12.0. A section in the southern portion of the airport is within
the "safety area". This section of the levee will be designed with a temporary measure
such as an inflatable bladder. The other sections of the levee outside the "safety area" will
be increased to meet FEMA requirements, based on recommendations from Moffatt &
Nichol. Overall limits of levee improvements, addressed in this proposal, are shown on the
attached exhibit.

SCOPE OF SERVICE

Task 1. Data Collection and Alternative Evaluations

Task 1a.

Coordination

BKF will attend one coordination meeting with City and County staff to discuss design
concepts and constraints.

BKF will coordinate with the City of Redwood City, City of San Carlos, County of San
Mateo, San Carlos Airport, the Airport's FAA consultant, and other consultants as needed.
We assume communication will be mainly via e-mail and telephone. Coordination will
include preparing exhibits, as needed, to convey design intent and gain consensus.

Task lb.

Data Collection

BKF will perform a site walk to review the constraints.

BKF will review the geotechnical report and recommendations from ENGEO.
No additional topographic survey is included as part of Task 1 b.

Task 1c.

Preparation and Evaluation of Alternatives

Based on design details and criteria from ENGEO, BKF will prepare exhibits representing
three different alternatives; (1) earth embankment berm, (2) earth embankment or AC
overlay for entire roadway width, and (3) CMU retaining wall. Improvement goals will be
to increase the height of the levees while taking into account future settlement. The
minimum levee crest elevation is assumed to be NA VD88 elevation 11.8. We anticipate
this increased height may be up to three feet.

City of Redwood City - Redwood Shores Levee Improvements - San Carlos Airport Segment
Date: July 16, 2009

650.482. 6300
www.bkf.com
