• Schools' walk and bike and attendance data (for previous years) • Contextual data for collision factors analysis: — Number of lanes — Presence of median or channelized right turns — Presence of existing countermeasures o Previous enhancements made to address collision issues o Improvements made at location within period of safety data analyzed — Signalized intersection variables o Presence of traffic signal o Signal phasing / presence of protected turns o Pedestrian or bike signal equipment o Leading pedestrian intervals or scramble phases • Public safety and transportation enforcement activities Task 2.2. Collect New Data After reviewing the available data, Consultant and City staff will determine if the existing data is adequate for the planning process or if additional new data needs to be collected. The designated $2,500 budget for data collection may include count or utilization data for facilities that have been constructed or modified since the completion of RWCmoves2. If it is determined that the collection of new data is not required, this budget can be reallocated to conduct field audits or complete optional tasks indicated in this scope. DELIVERABLES: • List of new/updated data necessary for the planning process • New collected data if needed Task 3- Existing Conditions Analysis Consultant shall review the existing bicycle and pedestrian conditions in Redwood City by utilizing the bicycle Level of Traffic Stress (LTS) evaluations, analyses of existing barriers and pedestrian comfort, investigation of collision histories and trends, review of existing programs and policies, and identification of equity and public health issues. Many of these evaluations can be completed efficiently utilizing methodologies and algorithms developed for the analysis completed as part of RWCmoves. Task 3.1. Bicycle Level of Traffic Stress (LTS) Analysis z Consultant developed the Citywide Transportation Plan (RWCmoves) in 2018.
