Consultant shall review the bicycle LTS analysis for Redwood City that is being completed <br />as part of the C/CAC's Countywide Bicycle and Pedestrian Plan. This data includes <br />bicycle facility information. City will provide the GIS data. Consultant shall incorporated <br />this data into analysis files and base map templates previously developed for RWCmoves <br />to create a baseline bicycle network performance against which to compare project <br />alternatives. <br />Task 3.2. Major Barrier Analysis <br />Consultant shall identify points on freeways, creeks, railroad tracks, and large <br />intersections in Redwood City which create barriers to seamless bicycle and pedestrian <br />network. This analysis will build upon the connected sidewalk and bike route proximity <br />scores developed for RWCmoves, revealing areas which lack connectivity to the existing <br />network. Particular attention shall be paid to identifying existing connections across <br />known barriers such as: <br />• Highway 101, EI Camino Real, and Woodside Road <br />• Caltrain and Union Pacific railroad tracks <br />• Creeks and drainage canals <br />• Jurisdictional boundaries <br />The identified barriers shall be cross-referenced with the updated Countywide Bicycle and <br />Pedestrian Plan. Community input shall also be considered in identifying the barriers. <br />Task 3.3. Pedestrian Comfort Level Analysis <br />Consultant shall evaluate the existing pedestrian environment and comfort level by <br />utilizing a methodology that identifies the relationship between the built environment, <br />infrastructure connectivity, and travel patterns. Consultant may use the existing <br />methodology that is already developed for the US Environmental Protection Agency <br />(EPA). City will review the methodology and confirm if it is a suitable approach for this <br />project. <br />City and Consultant shall select ten (10) focus areas including key neighborhood and City <br />destinations for this analysis.
