<br />Wagstaff and Associates <br />City of Redwood City <br />June 26, 2009 <br /> <br />Contract Exhibit "A" <br />New Downtown Precise Plan EIR <br />Page 2-9 <br /> <br />· Reduced Building Height Alternative. The 2007 EIR included a description and <br />evaluation of a reduced height (9-story Height Limit) alternative (Alternative 3). In response <br />to Court-identified concerns, this 2007 EIR discussion will be revised and expanded as <br />necessary to describe in more detail its comparative adverse and/or mitigating effects on <br />identified downtown historic resources. A greater reduction in building height may also be <br />considered. <br /> <br />· Alternative Project Location. The 2007 EIR did not include a discussion of why an <br />alternative project location was not evaluated. Given the EIR-identified potential <br />unavoidable significant impacts of the project (DPP) on historic resources, the feasibility and <br />relative environmental impacts of an alternative project (DPP) location in Redwood City will <br />be thoroughly discussed. <br /> <br />· Revised Alternatives Evaluation Conclusions Re: Environmentally Superior <br />Alternative. The 2007 EIR conclusion regarding the environmentally superior alternative, <br />including the impact comparison matrix, will be revised as necessary to incorporate <br />consideration of the revised and added alternatives. <br /> <br />Following the CEQA Guidelines, the discussion of each additional alternative will include a <br />comparative description of its principal characteristics (in comparison to the proposed project), a <br />determination of its feasibility in meeting the identified project (DPP) objectives, and an <br />evaluation of its comparative adverse and mitigating effects (in comparison to the proposed <br />project) . <br /> <br />The differences in alternatives evaluation scope and conclusions between the 2007 EIR and the <br />new DPP EIR, and their responsiveness to Court-identified concerns, will also be summarized. <br /> <br />TASK 3. PREPARATION OF NEW DRAFT EIR <br /> <br />3.1 Administrative Draft EIR <br /> <br />The updated EIR chapters developed in Tasks 1 and 2 above will be refined and presented in a <br />new Administrative Draft EIR. Fifteen (15) copies of the Administrative Draft EIR will be <br />submitted to City staff and consulting legal counsel for internal review and comment. <br /> <br />3.2 Screen Check Draft EIR <br /> <br />A "Screen Check" Draft EIR will be prepared for review and approval, incorporating as <br />necessary revisions and refinements to the Administrative Draft EI R based upon comments <br />received from City staff and consulting legal counsel. Five (5) copies of the "Screen Check" EI R <br />will be submitted to City staff for final approval. <br /> <br />3.3 Draft EIR <br /> <br />A public release version of the Draft EIR will then be prepared, incorporating as necessary <br />refinements to the "Screen Check" Draft EI R based upon City staff and consulting legal counsel <br />response.
