<br />Attachment 5 <br /> <br />8A <br />Page 33 <br /> <br />Parks, Recreation and Community Services Department <br /> <br />MEMORANDUM <br /> <br />DATE: September 14, 2009 <br /> <br />TO: City Manager <br /> <br />FROM: Parks, Recreation and Community Services Director <br /> <br />SUBJECT: Human Services Financial Assistance Funding for Fiscal Year 09..10 <br />and Fiscal Year 10-11 <br /> <br />The Housing and Human Concerns Committee (HHCC) wants to thank the City Council <br />for approving the Human Services Financial Assistance Program (HSFA) for FY 2009- <br />10 as recommended. At the same time, the City is experiencing major budget <br />reductions many members of our community have been critically impacted by the <br />current economic downturn, increasing demand for services to the non-profit agencies <br />that receive City funds. At the same time, the HHCC recognizes the Council's need to <br />deal with budget reductions, better understand how city dollars are leveraged through <br />this program and what the implications of potential future funding reductions would be. <br />As a result, the HHCC initiated an evaluation process at its August 25, 2009 meeting <br />where members began to learn more about unmet needs, rising unemployment, and <br />identified what additional information they need to develop a response for Council. The <br />HHCC committed to the goal of providing a recommendation to City Council on the <br />future of the HSFA in January 2010 before the FY 2010-11 budget process begins. <br /> <br />2 <br />
