Attachment 5

8A
Page 34

PARKS, RECREATION AND COMMUNITY SERVICES DEPARTMENT
MEMORANDUM

DATE:

September 14,2009

TO:
FROM:

City Manager

Parks, Recreation & Community Services Director

SUBJECT: Civic Cultural Commission (CCC) Budget and Implications of
Funding Reductions and Potential Revenue Enhancements

As the table below indicates, the CCC budget has increased or decreased based on the
PRCS Department need to add or reduce expenditures. Just over 700/0 of the CCC
General Fund dollars result in grants to local public and non-profit groups. No grant
may represent more than 20% of the total agency budget, however for many local
groups there are few other sources of funding for cultural events. A portion of the
remaining 30% has helped provide seed money for such activities as the Carrington
Hall Renovation, Hometown Holidays and the Latino Film Festival.

Civic Cultural Commission
General Fund
Sponsorship
Total Funding

03-04
69,915
6,800
76,715

04-05
64,455
9,750
74,205

05-06
66,066
10,500
76,566

06-07
67,387
11,500
78,887

07 -08
66,066
12,500
78,566

08-09
67,387
12,500
79,887

Commissioners first sought outside funding sponsors in 1994-95 with a request for
support of the Summer Concert Series to the Port of Redwood City. That partnership
with the Port continues to this day with their contribution of $7,500 in 2008-09. With
costs ever rising, the Commission solicited additional sponsors, which resulted in an
additional $5,000 in FY 07-08 and FY 08-09. Given the current economic conditions,
the Commission was pleased that sponsorships did not decrease. $800 was collected
over one summer via a donation bucket at the concert series behind City Hall and at
Stafford Park. The funding allowed the addition of another downtown concert to that
year's series.

3
