<br />Attachment 5 <br /> <br />8A <br />Page 36 <br /> <br />POLICE DEPARTMENT <br />MEMORANDUM <br /> <br />DATE: <br /> <br />September 14,2009 <br /> <br />TO: <br /> <br />City Manager <br /> <br />FROM: <br /> <br />Police Chief <br /> <br />SUBJECT: Staff Time and Associated Costs to Support Police Athletic League <br />(PAL) Along With Alternative Ways to Share and Leverage Resources <br /> <br />This fiscal year the Police Department will spend a minimum of $313,919 to support the <br />Police Activity League (PAL) program. Prior to eliminating the Analyst position, the <br />Department exhausted at least $453,919 each year for PAL, much of it taken out of the <br />patrol operations budget while never requesting funds for PAL or reflecting PAL costs <br />in the normal budgetary process. Current costs for PAL (salary and benefits): <br /> <br />Sergeant (300/0) - $71,100 <br />PAL Officer- $174,819 <br />Recreation Coordinator - $53,000 (PO and Parks split the cost of the Recreation <br />Coordinator) <br /> <br />Total: $298,919 <br /> <br />Overtime <br /> <br />The Police Department supports some PAL events with officers working overtime to <br />manage crowd or traffic issues. We have used eight officers on overtime to police the <br />Blues Festival. The Poker Run often uses five officers on motorcycles to block <br />intersections and escort riders. Comedy Night also results in overtime expenditures. <br /> <br />The overtime funds utilized for PAL events has never been budgeted and comes out of <br />the bank intended for Patrol needs. While we have not typically tracked overtime <br />associated with patrol officers working PAL events, a conservative estimate after <br />reviewing events patrol officers support is $15,000 each year. The combined cost of <br />personnel the Police Department dedicates to PAL is no less than $313,919 annually. <br /> <br />PAL Moving Forward <br /> <br />The PAL Program has enjoyed community support and has successfully worked with <br />scores of children.
