Phase 2: Assemble the CITY's Jurisdictional Annex <br />Under this phase, CONSULTANT will assemble the CITY's jurisdictional annex to the San Mateo <br />Hazard Mitigation Plan update. Completion of this phase will utilize CONSULTANT provided <br />tools and templates for a 2 volume, multi jurisdictional hazard mitigation plan which will be the <br />format produced for the San Mateo County Hazard Mitigation Plan. Under this format, volume <br />one of the plan includes all Disaster Mitigation Act of 2000 (DMA) required components that <br />apply the planning area and partnership as a whole (plan process, risk assessment, public outreach <br />strategy, goals and objectives, and plan maintenance strategy). Volume 2 will contain all DMA <br />required components that are jurisdiction specific (community profile, event history, capability <br />assessment, risk ranking and action plan). Under this phase, CONSULTANT will work with <br />appropriate CITY personnel to identify and prioritize appropriate actions to be included in the <br />plan. The tasks to be completed under this phase are as follows: <br />Task 2A- Perform a Capability Assessment: Under this task, CONSULTANT will perform a <br />capability assessment of the CITY that looks at the CITY's regulatory, technical and financial <br />capability. Additionally, CONSULTANT will evaluate the CITY's capabilities under its <br />floodplain management program as a participating community under the National Flood Insurance <br />Program (NFIP). The resulting capability assessment will be formatted such that it can easily <br />incorporate in to the CITY's jurisdictional Annex. <br />Task 2B- Rank Risk: Under this task, CONSULTANT will perform a hazard risk ranking for the <br />CITY following the protocol prescribed under the San Mateo County Hazard Mitigation Plan. This <br />protocol defines risk as {probability x Impact} where "impact is defined as the impacts of a hazard <br />on the people, property, economy and environment of a planning area." CONSULTANT will <br />utilize the results of the regional risk assessment of the San Mateo County Hazard Mitigation Plan <br />to deploy this risk ranking protocol for the CITY. The results of this risk ranking will then be <br />imported in to the CITY's jurisdictional annex described under task 2E. <br />Task 2C- Alternatives analysis: Using the progress report of prior actions created under task 1B, <br />CONSULTANT will facilitate the development of key components for the CITY's jurisdictional <br />annex, the comprehensive range of alternatives the City will consider for its action plan. This will <br />be accomplished through a facilitated session with appropriate CITY staff looking at the strengths, <br />weaknesses, obstacles and opportunities (SWOO) within the CITY as they pertain to hazard <br />mitigation. The opportunities identified by the SWOO process will be the basis of a catalog of <br />mitigation actions that will be included in the San Mateo County Hazard Mitigation plan and <br />represent the range of alternatives considered by the City. This is a required step under DMA <br />requirements specified in 44 CFR Section 201.6. <br />Task 2D- Identify and Prioritize and Action Plan: Under this task CONSULTANT will support <br />the identification of an action plan to be included in the CITY's jurisdictional annex. The <br />mitigation catalog created under task 2C and the capabilities assessment conducted under task 2A <br />will provide the foundation for this task. Once the actions have been identified, they will be <br />prioritized according to the prioritization schedule identified in the San Mateo County Hazard <br />Mitigation Plan. <br />Task 2E- Assemble Jurisdictional Annex: Once tasks 2A -2D are complete, CONSULTANT will <br />assemble the CITY's jurisdictional annex for inclusion in the San Mateo County Hazard Mitigation <br />Plan.
