6.M. - Page 9 of 22 Notwithstanding the foregoing, the City does offer Program Participants the opportunity to park their RVs, on a temporary basis, at the Parking Site during a period that the City has declared a shelter crisis. The City has established standards, identified herein, that protect health and safety for the operation of the Temporary Safe Parking Program and which address occupancy of the RVs by requiring that all people occupying the RV be identified and registered in the Temporary Safe Parking Program. d. Minimum Standards in Subsections 0103.4/AX103.4 ("Fire and Life Safety Requirements Not Addressed in This Appendix") states "[i]f not otherwise addressed in this appendix, fire and life safety measures, including, but not limited to, means of egress, fire separation, fire sprinklers, smoke alarms, and carbon monoxide alarms, shall be determined and enforced by the enforcing agency." The City cannot meet the foregoing "Fire and Life Safety..." minimum standards because the City is not utilizing or providing any existing buildings or structures for emergency housing as part of any emergency shelter offered through the Temporary Safe Parking Program and therefore cannot implement such fire and life safety measures that are typically installed in a building or structure such as fire separation, fire sprinklers, smoke alarms and carbon monoxide alarms. Additionally, the City is not providing the RVs as part of the emergency shelter offered through the Temporary Safe Parking Program. The RVs participating in the Temporary Safe Parking Program are stand-alone units. The RVs are owned by Program Participants and not within the City's control. As such, the City cannot ensure that the RVs meet fire and life safety minimum standards. Notwithstanding the foregoing, the City does offer Program Participants the opportunity to park their RV, on a temporary basis, at the Parking Site during a period that the City has declared a shelter crisis. The City has established standards, identified herein, that protect health and safety for the operation of the Temporary Safe Parking Program. These standards include the requirement that the Parking Site have designated parking spaces for the Program Participants' RV, that each RV shall be spaced at least twelve (12) feet from any other RV on the Parking Site, that the Parking Site perimeter be surrounded by a fence with gates for pedestrian and vehicle ingress and egress and that overhead lighting be provided at the Parking Site. These standards also require that a minimum of four fire extinguishers be kept in the common areas on the Parking Site. Additionally, the standards require that any hazardous material, such as gasoline, stored on the Parking Site shall be stored outside of a Program Participants' RV in an appropriate container. The Redwood City Fire Department has conducted safety training for Parking Site residents and the safety training has been recorded for training with future Parking Site residents.
