6.M. - Page 10 of 22 Although the RVs that are parked on the Parking Site are not within the City's control and the presence of fire extinguishers, carbon monoxide alarms, and fire sprinklers within the privately owned RVs cannot be assured; Program Participants in the Temporary Safe Parking Program have been provided with combination smoke and carbon monoxide alarms for use within the RVs. e. Minimum Standards in Subsections 0103.5/AX103.5 ("Privacy") states "[e]mergency housing shall be provided with a privacy lock on each entrance door and all windows for use by the occupants." The City cannot meet the foregoing "Privacy" minimum standards because the City is not utilizing any existing buildings or structures with windows or doors that can be provided with a privacy lock for emergency housing as part of any emergency shelter offered through the Temporary Safe Parking Program. Additionally, the City is not providing the RVs as part of the emergency shelter offered through the Temporary Safe Parking Program. The RVs participating in the Temporary Safe Parking Program are stand-alone units. The RVs are owned by the Program Participants and not within the City's control and therefore, the City cannot ensure that the RV has privacy locks on its doors or windows. Notwithstanding the foregoing, the City does offer Program Participants the opportunity to park their RVs, on a temporary basis, at the Parking Site during a period that the City has declared a shelter crisis. The City has established standards, identified herein, that protect health and safety for the operation of the Temporary Safe Parking Program and which address privacy, including among other things, standards that require spacing each RV at least twelve (12) feet apart. Additionally, the standards require that Program Participants park their RVs in designated parking spaces at the Parking Site. f. Minimum Standards in Subsections 0103.6/AX103.6 ("Heating") states, "[a]II sleeping areas shall be provided with adequate heating as determined by the enforcing agency." The City cannot meet the foregoing "Heating" minimum standards because the City is not utilizing or providing any existing buildings or structures for emergency housing as part of any emergency shelter offered through the Temporary Safe Parking Program. The City is also not providing any sleeping areas for emergency housing as part of any emergency shelter offered through the Temporary Safe Parking Program. Additionally, the City is not providing the RVs as part of the emergency shelter offered through the Temporary Safe Parking Program. The RVs participating in the Temporary Safe Parking Program are stand-alone units. The RVs are owned by the Program Participants and not within the City's control and therefore the City cannot confirm that all RVs have heating.
