6.M. - Page 14 of 22 <br />ensure that the RVs meet any minimum maintenance standards in these <br />Sections and Subsections. <br />Notwithstanding the foregoing, the City does offer Program Participants the <br />opportunity to park their RVs, on a temporary basis, at the Parking Site during <br />a period that the City has declared a shelter crisis. The City has established <br />standards, identified herein, that protect health and safety for the operation of <br />the Temporary Safe Parking Program that address maintenance of the Parking <br />Site. The standards require, among other things, that the area outside of the <br />RV be kept free of garbage and debris. The standards also provide that on- <br />site garbage and recyclable disposal containers shall be provided and <br />collection of recyclables and garbage shall be performed at least three times a <br />week or more frequently, as necessary. Additionally, the standards require that <br />vouchers for waste water disposal and water refill be provided to Program <br />Participants. <br />b. Minimum Standards in Subsections 0109.1.1/AX109.1.1 ("Fire Hazards") <br />states "[d]angerous materials or materials that create a fire hazard, as <br />determined by the enforcing agency, shall not be allowed on the grounds within <br />emergency housing sites." <br />The City cannot meet the foregoing "Fire Hazards" minimum standards <br />because the City is not utilizing or providing any emergency housing as part of <br />any emergency shelter offered through the Temporary Safe Parking Program. <br />The RVs participating in the Temporary Safe Parking Program are stand-alone <br />units. The RVs are owned by the Program Participants and are not within the <br />City's control. As such, the City cannot confirm that the RVs meet the minimal <br />standards relating to fire hazards in these Subsections. <br />Notwithstanding the foregoing, the City has established standards, identified <br />herein, that protect health and safety for the operation of the Temporary Safe <br />Parking Program that address fire hazards. These standards require, among <br />other things, that fuel stored on the Parking Site must be stored in an <br />appropriate container outside of an RV on the Parking Site. The Redwood City <br />Fire Department is also actively monitoring the Parking Site in an effort to <br />identify any dangerous materials or materials that create a fire hazards. <br />c. Minimum Standards in Subsections 0109.2/AX109.2 ("Identification") <br />states "Emergency housing shall be designated by address numbers, letters, <br />or other suitable means of identification. The identification shall be in a <br />conspicuous location facing the street or driveway fronting the building or <br />structure. Each identification character shall be not less than 4 inches (102 mm) <br />in height and not less than 0.5 inch (12.7 mm) in width, installed/painted on a <br />contrasting background." <br />The City cannot meet the foregoing "Identification" minimum standards <br />because the City is not is not utilizing or providing any emergency housing as <br />part of any emergency shelter offered through the Temporary Safe Parking <br />ATTY/ORD.533/CC ORD SAFE PARKING PROGRAM <br />REV: 04-06-21 RL <br />Page 10 of 18 <br />368 <br />
