6.M. - Page 17 of 22 <br />2) Safety: Only authorized participants and staff present at the Parking Site at all <br />times, staff will be present 24/7 to address any issues or problems that may arise; <br />and <br />3) Facility Operation: On-site garbage disposal and collection of recyclables and <br />vouchers for waste water disposal and water refill. <br />These standards, generally described above and more specifically identified in this <br />ordinance, ensure that the parking lot being utilized as a "homeless shelter," as that <br />term is defined in Government Code section 8698.4(c)(1), as part of the Temporary <br />Safe Parking Program will operate in a safe manner. <br />D. The adoption of local standards for the operation of the Temporary Safe Parking <br />Program, or other privately operated safe parking facility that may be offered in the <br />future, will not be detrimental to the public interest, health, safety, convenience, or <br />welfare of the City. The proposed standards and procedures adopted herein ensure <br />that health and safety criteria are met and compatible with surrounding uses. <br />Section 3. Temporary Safe Parking Program Standards and Procedures. <br />A. Purpose and Intent. The Temporary Safe Parking Program provides homeless <br />individuals and families a safe place to temporarily park overnight in order to facilitate <br />the transition to permanent housing. The provisions set forth in this ordinance enable <br />operation of the Temporary Safe Parking Program, subject to specific performance <br />standards and procedures. These standards and procedures are intended to ensure <br />that the parking lot used for Temporary Safe Parking Programs will be safe, <br />compatible with surrounding uses and effective at facilitating participants' transition to <br />permanent housing. <br />B. Definitions. The following words or phrases shall have the following meanings: <br />1). "Case Management" shall mean a system for arranging and coordinating care <br />and services whereby a case manager assesses the needs of the Program <br />Participants and arranges, coordinates, monitors, and advocates for services to <br />meet the Program Participant's needs. <br />2)." Parking Site" shall mean the off-street parking lot located at 1402 Maple Street, <br />Redwood City that is currently used for the Temporary Safe Parking Program. The <br />term "Parking Site" shall also include any other off-street parking lot that may be <br />used for the Temporary Safe Parking Program. <br />3). "Program Participant" shall mean an individual who is approved to participate <br />in the Temporary Safe Parking Program. <br />4). "Recreational Vehicle" or "RV" shall mean any vehicle or trailer which is <br />designed for human habitation or occupancy or designed and used for recreational <br />camping or travel use, whether self-propelled or mounted on or drawn by another <br />vehicle, or any structure inspected, approved and designated as a recreational <br />ATTY/ORD.533/CC ORD SAFE PARKING PROGRAM <br />REV: 04-06-21 RL <br />Page 13 of 18 <br />371 <br />
