9 <br /> <br />2. Licensing fees that are deemed uncollectable by the Animal <br />Licensing Contractor after reasonable efforts by the Contractor <br />to collect; and <br />3. Any other fees for services provided to each City under the terms <br />of this Agreement. <br /> <br />The County’s cost to provide collection services will be included in <br />the administrative cost to facilitate this Agreement. The Cities <br />acknowledge and agree that the County is not responsible for any <br />fees that remain uncollected after reasonable efforts are made to <br />collect. In the event that a City determines that additional collection <br />efforts are warranted, it may undertake such efforts at its own <br />expense. Any shortfall in revenues caused by uncollected fees <br />shall be the responsibility of all Cities based on the proportionate <br />share of costs. <br /> <br />i. Annually provide each City with the audit report required and <br />completed as outlined in Attachment 1. <br /> <br />j. Annually, arrange and oversee a performance audit or fiscal <br />assessment following the, Generally Accepted Government <br />Auditing Standards (GAGAS) to assess whether the Animal Control <br />Contractor is achieving efficiency and effectiveness in performance <br />of the services provided and provide a copy of the performance <br />audit to the Cities. The parameters of the audit and cost will be <br />determined by a subgroup of all Parties through a County Request <br />for Proposal process. Cities will be invoiced for the actual cost of <br />said audit as outlined in Section 3.7 (estimate cost of $81,000 has <br />been added to the administrative cost table in section 4.2). <br /> <br />k. For Spay/Neuter Assistance Vouchers: <br />1. Allocate one dollar from each annual license fee paid for a dog <br />or cat to: <br /> i. When funds are available as determined by the County, <br />assist pet owners and feral cat advocates with the cost <br />to alter the dogs, cats, and feral cats that reside in the <br />County on a county wide basis; and <br /> <br /> ii. As funds are available as determined by the County, <br />execute outreach efforts to educate residents on the <br />responsibilities of owning a pet and the importance of <br />altering, vaccinating, and licensing all dogs and cats. <br /> <br />2. Issue, monitor and maintain a dog, cat, and feral cat database, <br />allocating funds to the appropriate category of need based on <br />the public’s requests.
