15 <br /> <br />8. Record all incidents or reports regarding a history of aggressive behavior along with <br />the context in which they occurred. <br />9. Ensure staff is trained to recognize body language and other behaviors that indicate <br />animal stress, pain and suffering as well as behaviors that indicate successful adaptation <br />to the shelter environment. <br />10. Monitor animals daily in order to detect trends or changes in well-being and respond <br />to their behavioral needs. <br />F. Length of stay of animals <br />Contractor will: <br />1. Optimize the animal’s length of stay in the County Shelter. Both positive outcomes and <br />cost of sheltering must be considered. <br />2. Provide the process to ensure stray and owner-surrendered animals will not remain in <br />the County Shelter more than three (3) weeks past the State law-mandated holding <br />period. <br />G. Rabies testing/exposure <br />Contractor will: <br />1. Immediately provide San Mateo County Health personnel with contact information for <br />relevant Contractor staff in accordance with State and County requirements when there is <br />reasonable belief of a person’s or an animal’s exposure to rabies. <br />2. Ensure all staff members are trained to identify potential rabies exposures and <br />understand the regulations that apply to reporting and managing bites to humans and <br />animals. <br />3. Provide for testing of animals for rabies pursuant to the current California Rabies <br />Compendium. This requires the decapitation of animals and transport of the head or bat <br />to the San Mateo County Public Health laboratory for testing. <br />4. Ensure that that the rabies specimen is transported to the San Mateo County Public <br />Health Laboratory within 48 hours of the animal entering the County Shelter or of being <br />euthanized (weekends and holidays excluded). <br />5. Ensure that for every animal that comes into the County Shelter, staff will identify <br />possible rabies exposures; everyone presenting an animal shall be asked if the animal <br />has bitten anyone within the last 10 days or had any contact with wildlife. <br />6. Make certain all incoming animals are examined for bite wounds; any animals who <br />have potentially been exposed to rabies shall be managed in accordance with the <br />California Rabies Compendium and in consultation with state and local health authorities. <br />7. Ensure that staff funded by contract who routinely work with companion animals or <br />wildlife are offered pre-exposure vaccinations against rabies in accordance with <br />recommendations of the Advisory Committee in Immunization Practices. <br />H.
