16 <br /> <br />1. Accept dead animals brought to the County Shelter by County residents, City and <br />County municipalities, or Caltrans and Contractor shall dispose of such animals. <br />2. Dispose of dead animals in a lawful manner using an appropriately qualified and <br />licensed disposal company or method. <br />3. Develop a written disposal procedure that will include at least a weekly pick up of dead <br />animals. <br />I. Transferring animals into County Shelter <br />1. If the Contractor desires to transfer animals into the County Shelter from nearby Bay <br />Area animal shelters to assist when such shelters are dealing with an emergency, such <br />as a natural disaster, Contractor shall do the following: <br />a) Request written approval from the County Program Manager of Animal Control and <br />Licensing Manager or other designated County Contract Administrator. The County will <br />respond to such requests in writing within 3 business days. In the event of a need to house <br />animals for another county during a disaster, the County will respond within 24 hours. If the <br />County grants such approval, the written notice of approval will state the maximum number <br />of animals the Contractor is allowed to transfer in pursuant to that consent based upon <br />factors including available shelter space. Detailed documentation on an appropriate Federal <br />Emergency Management Agency (FEMA) form will be kept to record, on a daily basis, on the <br />number of Contractor staff caring for the animals to include hours worked, along with <br />supplies, as well as number of days sheltered for each animal. This will allow for <br />reimbursement if declared a federal disaster, or reimbursement from other local jurisdictions. <br />b) Periodically, and only as space and resources allow, Contractor may purposefully <br />transfer, house or bring into the County shelter animals from another animal shelter, partner <br />group or agency within or outside the County to be housed in the County Shelter for the <br />purpose of adoption at the Contractor’s other shelter or location only if a monthly report is <br />sent to the Program Manager of Animal Control and Licensing or their designee outlining the <br />number of animals transferred into the shelter along with each animal’s individual animal <br />identification number. If Contractor plans on transferring in more than 30 animals a month <br />Contractor will obtain written approval from the Program Manager of Animal Control and <br />Licensing or their designee. Contractor will reimburse the County and Participating Cities for <br />the costs of vaccines, preventative care, treatment, food, facility use and maintenance, and <br />staff time to care for these animals. The cost will be calculated by the number of days that <br />animal is housed at the County shelter at the rate of $15 per animal per day. This rate may <br />be adjusted annually, based on changes to Consumer Price Index and the Parties will meet <br />and confer before the rate is adjusted. In addition to this daily rate, the Contractor will <br />reimburse the County and Participating Cities for the actual costs of vaccines, flea treatment, <br />dewormer, DTM cultures, canine heartworm and feline FIV/FeLV tests on a per animal basis. <br />The Contractor will reimburse the County and Participating Cities each quarter of the fiscal <br />year and will provide a report in a form reasonably satisfactory to the County and <br />Participating Cities that details the fees owed pursuant to the applicable daily rate and any <br />other applicable costs to be reimbursed to the County and Participating Cities. This <br />obligation to reimburse the County and the Participating Cities does not apply to situations <br />where an animal needs to be transferred in to the County shelter where the animal is held <br />because of a bite or potential dangerous dog designation and where the incident occurred in <br />San Mateo County, but the animal was first taken to another animal shelter. In such cases, <br />the animal shall be classified as a “Transfer in” in the Chameleon software intake statistics. <br /><br /> <br /> <br /> <br />
