39 <br /> <br />VIII. PERFORMANCE MEASURES <br />Incentive Performance Measures <br />1. 85% of stray and owner-surrendered animals that go through their stray hold will be moved to a <br />positive outcome within three (3) weeks of entering the shelter. Detailed description of reasons for <br />not meeting this objective is required for animals not moved within three (3) weeks (with the <br />emphasis looking to improve the positive outcom e over the duration of the contract). Dangerous <br />animals, quarantined animals and animals in protective custody are excluded. <br />2. 95% of rabies specimens will be delivered to the San Mateo County Public Health Laboratory <br />within 48 hours of arriving at the shelter. Detailed description is required in the notes in the <br />Chameleon (or any successor system) software for animals not delivered within 48 hours <br />3. 95% of all animals entering the shelter will be administered vaccinations, dewormer, and flea <br />control as appropriate for their species. <br />4. All animals receive a health assessment within 24 hours of the animal entering the shelter. <br />5. All dogs and cats receive an equitable full behavioral assessment no longer than 96 hours of the <br />animal entering the shelter (not including the day of intake). Detailed description is required for <br />animals not receiving a complete behavioral assessment. Excluded: Dangerous animals, <br />quarantined animals, animals in protective custody, euthanasia requests, exotic animals, and <br />fowl. <br />6. 95% of all priority 1 calls are responded to within 1 hour of the reporting party calling Dispatch. <br />7. 95% of all priority 2 calls are responded to within 4 hours of the reporting party calling Dispatch. <br />8. 90 % of all priority 3 calls are responded to within 18 hours of the reporting party calling Dispatch. <br />9. 85% of all priority 4 calls are responded to within 24 hours of the reporting party calling Dispatch. <br />10. Monthly reporting of the number of citations issued to animal owners. A detailed explanation is <br />required for ±15% variation in the measure. <br />11. Monthly reporting of the number of citations voided due to license purchase. <br />12. Provide monthly reporting on the number of anim als euthanized in the field by species type and <br />jurisdiction. <br />13. 100% of investigative reports including available witness statements, photos, videos, veterinarian <br />bills, medical bills, bite reports, and police reports to the County within 3 calendar days prior to a <br />hearing, excluding weekends and holidays. <br />14. 90% of dead animals are removed within 18 hours. <br />15. 90% of all quarantines will be responded to within 18 hours of the reporting party either calling <br />Dispatch or a faxed bite report being received. <br />16. Dispatchers answer 90% of calls to Dispatch in less than 2 minutes and have no more than a <br />10% abandoned call rate. <br />17. Contractor will report quarterly and annually how many cruelty cases have been investigated and <br />the number of cases sent to the District Attorney or City Attorney for prosecution. <br />18. All live animals entering the shelter with a non-urgent medical issue are examined by <br />veterinarian/technician within 24 hours. Examinations may be visual for animals that are unsafe to <br />handle. A detailed explanation is required for ±10% variation in the measure. <br />19. All officers will be trained as per state law within 1 year of hire date. <br />20. All staff that have access to human medical documents must be HIPAA trained by the Contractor <br />within 30 days of hiring. <br /><br /> <br /> <br /> <br />
