2. Background

Responsibility for San Mateo County Correctional Facilities

One responsibility, among many, of the San Mateo County Sheriffs Office is to oversee and manage
correctional facilities and custody programs for adult male and female and juvenile criminal offenders
countywide. The Corrections Division directs these operations for adults, with juveniles the responsibility
of the Investigations Division, Youth Services Program. The Sheriffs Office currently operates four adult
facilities, all of which are located in Redwood City:l

Facility
Maguire Correctional Facility
Women's Correctional Center
Men's Medium Security
Transitional Facility
Men's Weekender Facility
TOTAL

Table 1:
Existing San Mateo County Correctional Facilities
Location
300 Bradford Street
1580 Maple Street
1580 Maple Street

Capacity
688 beds
84 beds
46 beds

1580 Maple Street

16 beds
834 beds

In addition, the Sheriffs Office has closed several County correctional facilities in the past 15 years (380
equivalent jail beds) because of the age of those facilities, including the Honor Camp in La Honda and the
North County Correctional Facility. A medium-security facility in La Honda, which has not been used to
house inmates for many years, has recently been modernized and has a capacity of up to 116 inmates, but
no inmates are currently there. 2

Identified Need for a Replacement Jail

In 2006, the Sheriffs Office initiated a study to address severe overcrowding and lack of support space at
the Women's Correctional Facility in Redwood City, with the intent of developing a program and master
plan to remedy these conditions. In the course of the study of the female population, however, the Sheriff
and an appointed Jail Overcrowding Task Force identified a potential increase in the male population in the
future and continuing impacts on the Maguire Correctional Facility. Thus, the study was expanded in 2007
to include the male population.3

Based on those studies, the Sheriffs Office, working with consultants, produced a Detention Facilities Needs
Assessment and Master Plan dated February 25, 2008. As reported in the master plan, seven sites (not the
seven sites addressed in this report) were reviewed and evaluated for suitability for the new detention
facilities; the master plan recommended redevelopment of the County's existing Maple Street site in

1 County of San Mateo.
