<br />Rt~dw()(}(.l (:i1'Y - Sal1'work1' Addendum #3 <br />Janu.lr}' 26, 2010 <br />Page 3 <br /> <br />Scope of Professional Services <br />W'e propose to provide the professional services outlined below in three steps: <br /> <br />Phase One - Environmental Consultant Team Selection Process <br />\\;'e \"vould first assist the City in setting up a fair, effective selection process to identify the lead <br />(~nvironmental consultant Oead consultant). After selecting the lead consultant, the team would <br />then, together with the selected lead consultant, identify the full environmental team as described <br />below. 'Ibis scope includes: <br /> <br />1. ]Jltparation q[ RFQ ,rtrtlt~g)'. sdJedtfle, proCf!J.r and organizational cbart: As a first step, we <br />would strategize with the team to identify the overall goals of the selection process to <br />enSltrC that it is aligned with City policy and CEQA and NEP A guidelines (as <br />applicable). These goals then would be set out in an overall process and tied to a <br />schedule which would include milestones, p'llblic meetings and workshops and/ or <br />internal work sessions. \X1e \v()Uld, at tbe same time, prepare an organizational chart <br />that dearly defmes the roles and responsibilities of each team member as well as the <br />"Review Board" that would be the o,,-crall decision/management body for the City's <br />environmental revie\v process. <br /> <br />2. Preparation q[ k~}' selection triteria: This would include preparation of a matri.x that sets <br />out the key criteria/experience of what the successful lead environmental consultant <br />would have, consistent with the goals and strategy set out in item (1.). The matrix <br />would be used both to identify ftrms that would receive the RP'Q, as well as be used in <br />the subsequent interview and selection process. <br /> <br />3. Preparation rif Reque.rtfor Qua1ifit'tltion.f (RPQ): \"\'e would assist the City in preparing the <br />RFQ, including preparation, editing and assurance that it is consistent with City <br />policies and environmental review guidelines. <br /> <br />4. P/nali!\.atioll ofRFQ diJ'l1ilmtiol1/ist, di.rltihtltioll rifRFQ, and mana,gemmt ofRf:"'Q mb11litta/ <br />parkage.r: \X'e would assist the City in researching and compiling company names and <br />their respectiye in-house lead that would receive the RFQ. \~'e would utilize the matri.x <br />as described above in item (2), and follow up on references and recommendations <br />from the City, HH Team and Review Board. After distribution of packages, we would <br />assist the City in responding to questions and clarifications from potential consultants <br />as needed, and be sure that all consultant submittal packages are complete for initial <br />review in step 5 belO\v. <br /> <br />5. Initial RevieuJ; ~rhis would include a preliminary review of all submittal packages by the <br />City, the HH Team and the Review Board. In this review we would utilize the matri.x, <br />references, research 011 relevant experience, and performance to craft a "short list" of <br />environmental consultants that would move to the interview step. The number of <br />ftnns that would move to the interview step would be determined by the Review <br />Board, but \vould not be more than four. <br /> <br />6. JI1tervieu1 proceJs: This would include setting out the interview schedule, process and <br />strategy. \X'e would assist in conducting the interviews so that the City and team gets a <br />full understanding of the environmental ftrm's experience and, more importantly, the <br />
