<br />Redwood City - Saltworks Addendum #4 <br />August 9, 2010 <br />Page 2 <br /> <br />Team <br />\X'e understand that the team would be organized as follows: <br /> <br />G Overall direction and project management would be handled by the City of Redwood <br />City, represented by Blake Lyon. Blake would provide City expertise in scheduling, <br />information gathering and processing. <br /> <br />· Overall programmatic assistance, oversight, and management of consultants for the <br />continued processing of the Saltworks development application will be provided by Hart <br />Howerton acting as an "adjunct" to City Staff and City representatives. Hart Howerton <br />will continue to work directly with Blake Lyon, in essence, as part of City Staff to <br />provide strategic oversight on the coordination, scheduling, consultant management, and <br />advisory services as described in this scope of work. Arnie MacPhee will act as the lead <br />in directing and managing the process with Blake Lyon, while Roland Aberg and <br />Jennifer Lau would provide additional project management, advisory services, graphics <br />and administrative support. <br /> <br />o Legal assistance will continue to be provided by Remy, Thomas, Moose and Manley <br />contained in this contract. Whit Manley would continue to be the lead in advising the <br />Team on compliance, adequacy and processing issues related to CEQA and NEP A (as <br />applicable). <br /> <br />· Environmental consulting will continue to be handled by Merritt-Smith Consulting <br />under this contract. Dave Smith would be assist in providing advisory services on <br />CEQA/NEP A issues, review, communication strategies and process. <br /> <br />· Consulting and advisory services related to coordination with the City, review and analysis <br />of relevant City policies and direction, and on-going peer review as it relates to the <br />Saltworks development proposal and CEQA process will be handled by Valerie Young <br />under this contract. <br /> <br />· Transportation consulting and advisory services will be provided by Fehr and Peers for <br />the development review portion under this contract. Robert Eckols will be the lead in <br />providing review, feedback and technical expertise for the City. <br /> <br />· Expert legal assistance with regard to the water exchange proposed in the <br />application will be handled by a as of yet identified f1rm. Budget has been set aside in the <br />SOY for this consultant. <br /> <br />· Communication will continue to be provided by Data Instincts under separate contract, <br />led by Mark Millan. They would be responsible for organizing and implementing the <br />communication strategy for the overall environmental review process. <br /> <br />· Environmental consulting will continue to be handled by Hauge Brueck Associates <br />under separate contract. Andy Hauge and Patricia Collins will be the lead <br />environmental consultants in the preparation and administration of the environmental <br />documentation. <br />
