<br />Redwood City - Saltworks Addendum #4 <br />August 9,2010 <br />Page 3 <br /> <br />Scope of Professional Services <br />We propose to provide the professional services outlined below in three main tasks: <br /> <br />Task One - Oversight and Management of Environmental Review Process <br /> <br />This scope includes: <br /> <br />1. Oversight ofERMT, schedule, process and organizational chart: \Ve would represent the City to <br />continue to provide overall management of the ERMT, updates to the organizational <br />chart and management of the overall schedule for the environmental review process. <br />We would keep the City updated on the schedule and provide input and feedback to <br />Hauge Brueck Associates on scheduling and communication strategies. <br /> <br />2. Preparation of scoping strategy, J{:hedule, and process: We would continue to advis e the ERMT <br />to ensure that the overall goals of the scoping process are consistent with City policy, <br />direction and the overall communication plan. These goals will be set out in an overall <br />process and tied to a schedule, including internal work sessions, public workshops and <br />(as applicable) Council study sessions and/or meetings. <br /> <br />3. Consultant Contract Review and Management: This would include our on-going review and <br />assistance in identifying needed expert consultants, retaining consultants and managing <br />consultant contracts. <br /> <br />4. Review and support ofpreparation ofNOP: This would include our review and feedback on <br />the NOP with the ERMT to ensure that it is adequate and that all City policies and <br />applicable Saltworks development proposal materials are incorporated. <br /> <br />5. Scoping and Inftrmational Meetings support: \Ve would work closely with the City and the <br />ERMT to assist in crafting meeting materials, presentations and graphics so that key <br />messages and information are clear and consistent with the overall goals of the scoping <br />process and the City's goal of a robust CEQA process. For purposes of this scope, this <br />includes six scoping meetings (Averaging about one meeting a month starting in <br />September of 2010 through March 2011). <br /> <br />6. NeJv General Plan CEQA Review and Input. As the new General Plan relates to the <br />scoping and environmental review of the Saltworks application, the ERMT would <br />review any comments and/or updates to the new General Plan to ensure consistency <br />with approach and assumptions. <br /> <br />7. Environmental documents review- This includes our on-going oversight and advisory <br />services of the environmental review process as it moves into the preparation of the <br />draft documents. This would include advice and direction on approaches to analysis, <br />sequence of subject materials for document(s), review and editing of draft text, legal <br />interpretation of CEQA and NEP A guidelines, advice on applicable state and federal <br />legislation, and on-going communication support for the City and ERlvIT. <br /> <br />8. Water Exchange Legal Adviso1]' S eroices - This scope includes working with the City to <br />provide analysis, input and policy guidance regarding the water exchange proposal in <br />the application. <br />
