Contract Amendment #5- Redwood City <br /> Saltworks Development Proposal <br /> May 3, 20] 1 <br /> Page 2 of 6 <br /> The Team and their Roles <br /> The overall team of consultants would be organized as follows, each having a critical role in <br /> processing the application and providing full environmental review: <br /> • Overall direction and project management would be handled by the City of Redwood <br /> City, represented by Blake Lyon. Blake would provide City expertise in scheduling, <br /> information gathering and processing. <br /> • Overall programmatic assistance, oversight, and management of consultants for the <br /> continued processing of the Saltworks development application will be provided by <br /> Hart Howerton acting as an "adjunct" to City Staff and City representatives. Hart <br /> Howerton will continue to work directly with Blake Lyon, in essence, as part of City <br /> Staff to provide strategic oversight on the coordination, scheduling, consultant <br /> management, and advisory services as described in this scope of work. Amie MacPhee <br /> will act as the lead in directing and managing the process with Blake Lyon, while <br /> Roland Aberg, Jennifer Lau and Raymond Siu would provide additional project <br /> management, budget expertise, advisory services, graphics and administrative support. <br /> • CEQA legal assistance will continue to be provided by Remy, Thomas, Moose and <br /> Manley under this contract. Whit Manley would continue to advise the City on <br /> compliance, adequacy and processing issues particularly related to CEQA and NEPA (as <br /> applicable). <br /> • Environmental consulting will continue to be handled by Merritt-Smith Consulting <br /> under this contract. Dave Smith would assist in providing advisory services on all water <br /> issues related to the project proposal, including the development of water supply <br /> options as well as CEQA /NEPA issues, review, communication strategies and process. <br /> • Legal assistance regarding water will continue to be provided by Downey Brand under <br /> this contract. Scott Shapiro will advise the City on all issues associated with water and <br /> flood protection for the Saltworks Project, including: compliance with the California <br /> Environmental Quality Act, S.B. 610 (the Water Supply Assessment statute), and S.B. <br /> 221 (the Water Verification statute); performance of due diligence on any water supply <br /> proposed; review of the City's Urban Water Management Plan for coordination with <br /> the project; attending meetings in support of these items; preparing and giving public <br /> presentations on water and flood protection for the project; and any other related <br /> items. <br /> • Kennedy /Jenks Consultants, in association with Todd Engineers will focus on analyzing <br /> the water supply options for the Saltworks project. This includes analysis of a <br /> desalination facility, groundwater alternative, and recycled water and other options. In <br /> addition, the Consultant will develop background information and perform requested <br /> evaluations /analysis on sewage conveyance and treatment issues for use by the <br />
