Contract Amendment #5- Redwood City <br /> Saltworks Development Proposal <br /> May 3, 2011 <br /> Page 4 of 6 <br /> Task Two - Oversight and Management of Environmental Review Process <br /> This scope includes: <br /> 1. Oversight of ERMT, including preparation of schedules, meeting notes, agendas and <br /> organizational charts: We would represent the City in continuing to provide overall <br /> management of the ERMT including updates to the organizational chart and <br /> management of the overall schedule for the environmental review process. <br /> 2. ERMT Meetings and Conference Calls - This includes scheduling and participating in <br /> three conference calls and three meetings a month to address CEQA processing <br /> strategies and issues. <br /> 3. Sub - Consultant Contract Review and Management: This would include our on -going <br /> review and assistance in identifying needed expert consultants, retention of <br /> consultants and managing sub - consultant contracts in conjunction with the <br /> environmental review process. <br /> 4. Review of Scoping Report and Scoping of Potential Alternatives Report: This would <br /> include our review and feedback on these two reports and our assistance in <br /> preparing for a public workshop on Alternatives. <br /> 5. Review of Project Description and support of preparation of NOP #2: This would <br /> include our review and feedback on the project description and the preparation of <br /> NOP #2. <br /> 6. Scoping #2 support: We would work closely with the City and the ERMT to assist in <br /> crafting meeting materials, presentations and graphics so that key messages and <br /> information are clear and consistent with the overall goals of the scoping process <br /> and the City's goal of a robust CEQA process: For purposes of this scope, this <br /> includes assistance for preparation for two scoping meetings. <br /> 7. Administrative EIR /technical reports review — This includes our on -going oversight <br /> and advisory services of the environmental review process as it moves into the <br /> preparation of the Administrative EIR. This would include advice and direction on <br /> approaches to analysis, review of technical reports, sequence of subject materials <br /> for document(s), review and editing of draft text, legal interpretation of CEQA and <br /> NEPA guidelines, advice on applicable state and federal legislation, and on -going <br /> communication support for the City and ERMT. <br /> 8. Water — CEQA Advisory Services — This scope includes working with the City to <br /> provide analysis, input and policy guidance regarding the water exchange, water <br /> supply options and alternatives discussions. <br />
