REV: 10-05-21 RL
The State Water Resources Control Board (SWRCB) may require a supplemental Title
22 Engineering Report for Dual-plumbed buildings or sites that may have unusual
conversion requirements. If requested by the City, Consultant shall prepare a draft and
final Title 22 Engineering Report as part of the efforts associated with Task 8.
Consultant shall submit electronically in PDF format the City and any other requested
parties
90% stage draft retrofit plans within four weeks of the field investigation
Final retrofit plans within two weeks from receipt of City and any other approved
party comments
Task 3 - Evaluate recycled water sites to determine eligibility for a pressure cross
connection test
This task shall be performed by an AWWA-certified Cross Connection Control Specialist
(“Specialist”).
As directed by the City, Specialist and the City shall visit a site with the site’s
representative to determine if a pressure cross-connection shutdown test could be
conducted as an alternative to a standard cross-connection shutdown test. For both the
potable and recycled water systems, the Specialist shall assess:
Potential test point locations for the pressure gauges such as reduce pressure
backflow prevention assemblies, quick coupler valves, hose bibs, etc.
Site complexity such as internal potable facilities that may automatically turn on
and thus potentially interfere with the potable cross-connection shutdown test
For a dual-plumbed site, the elevation of the building and the possibility to isolate
floors so that a pressure differential and a pressure residual can be obtained.
Any other site-specific conditions that may preclude a pressure cross-connection
shutdown test
Specialist shall submit electronically in PDF format to the City a pressure test evaluation
letter describing the results of their assessment within five days of the site visit.
Task 4 - Plan and perform pressure cross connection tests
A Specialist shall conduct a potable and recycled water pressure cross-connection
shutdown test at a site in the presence of the site’s representative. The Specialist shall
provide the equipment and tools required for the test and be available to perform the test
during regular business hours, nights, or weekends.
Potable Pressure Cross-Connection Shutdown Test
Specialist shall conduct the potable pressure cross-connection shutdown test as follows:
On all potable water meters, the Specialist shall install digital pressure recorders
on all reduced pressure principal backflow prevention assemblies
The Specialist shall verify that the recorders are operating properly and allowed
to track under full pressure for at least 10 minutes before isolating and
depressurizing the system
ATTY/AGR.2021.253/West Yost & Associates, Inc.
