REV: 10-18-2021 RL development process, involving contacts with both/all involved parties, is initiated by PCRC and during that process; a resolution of concerns is achieved. 3) Mediation: Mediation through PCRC involves a face-to-face meeting between disputing parties who call PCRC directly or are referred by city staff or community agencies. With the assistance of a panel of trained volunteer mediators, parties work through a non-adversarial problem solving process and attempt to develop a mutually acceptable resolution to the issues of concern. There is a two-fold focus: development of a satisfying and durable agreement and the preservation of an effective relationship in situations where the parties will continue to be in contact with each other. C. Recruitment and Training of Community Volunteers: PCRC will develop and maintain a pool of trained volunteer mediators, case developers and facilitators to serve the conflict resolution needs of the community. As a result, a number of community members will become skillful in the interest- based approach to conflict resolution. II. Community Building and Civic Engagement - $24,000 For services A and B below, PCRC will provide the following types of assistance as needed: • Situation analysis • Analysis of stakeholders and possible interests • Strategy on public input process design and meeting format • Development of supporting materials: agendas, comment cards, registration forms, etc. • Process and meeting facilitation and/or facilitation coaching for staff facilitators • Performance of follow-up items such as compiling small group notes, capturing registrations and following up on next steps A.Addressing City Department Community Issues 8 sessions annually PCRC will provide assistance, as needed, to departments related to neighborhood issues, workshops, significant development projects, and strategic planning efforts. This effort may include strategy development, technical assistance, material preparation, and assistance in the review of presentations (when needed), workshop staffing and follow-up. Services for such projects are offered based on the need of the project and the staff. B.Internal Staff Development 6 Sessions Annually PCRC will provide a customized training or strategic planning/strategic capacity building opportunities and technical assistance for supervisory personnel, public contact employees and department managers on a topic that may include theory and practice of interest-based conflict management, public engagement, dealing with challenging behaviors, relationship building methods, outreach strategies and other facilitative designs and processes.
