REV: 10-18-2021 VR <br />TASK 3: Position the Project for Competitiveness <br />Task Outcome: <br />Secured support from Project Champions, granting agency representatives from San Mateo County, <br />and key elected officials <br />Messaging materials to support Project Champions and other supporters <br />Sub Task A: Prepare and Document Strategies <br />This Sub Task will initiate the writing of the Funding Plan. The Consultant will combine all of the input from Tasks <br />1 and 2 together to formulate a strategy for each of the grant opportunities prioritized in Task 2. The goal of <br />these strategies is to position the Project for competitiveness during granting agency selection. <br />The format of the Funding Plan will be determined by the Leadership Team during the first of the three (3) every <br />other week virtual Leadership Team status meetings during this Task which will be 90 minutes while the others <br />will remain 30 minutes in length. <br />To make proper positioning possible, the strategies will: <br />Identify one or more elected official Project Champions who will help garner support of other key elected <br />and appointed officials; <br />Prescribe actions necessary to increase the likelihood of securing funds from each target; <br />Prepare project fact sheets and educational materials about the features of the project specifically <br />targeted to the grant requirements; and <br />Develop key asks of elected officials and granting agencies for the project, possibly including: <br />o SMCTA Board Members; <br />o Metropolitan Transportation Commission (MTC) Commissioners; <br />o State representatives, especially Assembly Member Mullin and Senator Becker; <br />o State officials; <br />o California Transportation Commission (CTC) Commissioners; <br />o Federal officials; <br />o Congresswoman Eshoo; <br />o Congresswoman Speier. <br />Sub Task B: Prepare Project Fact Sheets <br />Since most of the Community Leaders and Project Champions will be elected officials asked to advocate for the <br />Project with other elected and high-ranking government officials, the Consultant will work with City staff to <br />produce Project Fact Sheets with information focused specifically for each targeted grant as determined by the <br />strategies in Sub Task 3A. The graphic design work and printing of these Fact Sheets will be done by the City. <br />Sub Task C: Meetings with Key Community Leaders <br />The Consultant, together with key City staff, will conduct six hours of ongoing virtual briefings with community <br />leaders to identify and support Project Champions. The first goal of these 30 to 45-minute briefings will be to <br />strengthen community leader support of the Project by keeping them informed on the findings and <br />recommendations resulting from past and current planning, technical and engineering studies, and current <br />perceptions of the Project within funding agencies. The second goal is to educate them on how the Project <br />supports the regional, state, and federal transportation goals to empower them as advocates for the Project. <br />The Fact Sheets will serve as the information dissemination tool during this Sub Task. <br />ATTY/AGR.2021.265/Gray Bowen Scott (Page 14 of 19)
