Construction Services Agreement <br />REV: 04-26-2021 PR <br />00 5205 - 48 <br /> <br /> <br />o Direct, on the job training (including providing apprenticeships) <br />o Indirect training such as arranging for, contracting for or paying <br />tuition for off-site training Section 3 Workers, Targeted Section 3 <br />Workers, YouthBuild participants, or Section 3 Business <br />Concerns <br />o Technical assistance to help Section 3 Workers, Targeted <br />Section 3 Workers or YouthBuild participants apply for job <br />openings <br />o Outreach efforts to identify and secure bids from Section 3 <br />Business Concerns <br /> Maintained a list of all Section 3 Workers and Targeted Section 3 <br />Workers who have applied either on their own or on referral from <br />any source, and employ such persons, if otherwise eligible and if <br />a trainee vacancy exists. <br /> For any new hires, attempted to recruit Section 3 Workers and <br />Targeted Section 3 Workers through local advertising and social <br />media and signs placed in effective areas <br /> Show evidence that it has not filled vacant employment positions <br />in its organization immediately prior to undertaking work in an <br />attempt to circumvent Section 3 regulations. <br /> <br />10. Utilization of Business Located in or Owned in Substantial Part by Persons Residing <br />in the Are <br /> Each contractor, or subcontractor undertaking work on a Section 3 covered project shall <br />assure that to the greatest extent feasible contracts for work to be performed in connection <br />with the project area are awarded to Section 3 Business Concerns. <br />11. Grievance and Compliance <br /> Who may file grievance: a Section 3 Resident, for himself or as a representative of persons <br />similarly situated, seeking employment or training opportunities with an applicant, recipient <br />contractor, or subcontractor or any eligible business concern seeking contract opportunities <br />from an applicant. <br />12. Time of Filing <br /> A grievance must be filed with HUD not later than ninety (90) days from the date of the <br />action (or omission) upon which the grievance is based. <br />13. Record Keeping <br /> Each applicant, recipient, contractor, and subcontractor is required to maintain all records <br />related to the employment and training of Section 3 Residents and to compliance with the <br />regulations of Section 3. Such records may include copies of advertisements placed in local <br />media, brochures or publications, and other materials. <br />
