REV: 04-07-2022 RL
• Evaluate potential interconnection options. This includes identification and preliminary
cost estimation for any required electrical equipment, and potential upgrade costs
Task 1.3. Operational Modeling.
• Estimate monthly production of energy delivered to electric grid that accounts for any
site-specific attributes that would affect onsite generation
• Identify and evaluate permitting requirements, costs, and any required facility upgrades
or other costs to obtain necessary permits
• Determine system sizing and associated validation of required space and capability to
connect to facility electrical panel, along with identification and pricing of any required site
electrical or other upgrades to support equipment
Task 1.4. Financial Modeling.
• Evaluate eligibility of proposed system to qualify for Solar Investment Tax Credit, Self-
Generation Incentive Program, and other applicable incentives and quantify expected
incentives
• Estimate financial revenues for considered system over the course of equipment lifetime
Task 1.5. Feasibility Study.
• Develop feasibility study which will include energy cost savings and other benefits to
the City and different financing options available for the system with a projected cash flow
model including capital and on-going cost avoidance.
Phase 2 Key Activities:
Task 2.1. Request for Proposals (RFP) Development.
• Develop a RFP to solicit proposals from prospective vendors to deploy specified Project,
which will include drawings, diagrams, notes, and report(s) that characterize the proposed
system deployment and provide sufficient information for a vendor to provide a high
confidence bid on the project
Task 2.2. RFP Evaluation
• Assist City in technical evaluation of vendor proposals in response to competitive
solicitation
• Recommend oversight activities for Phase 3, including but not limited to design review,
permitting, utility interconnection, building commissioning, systems inspections, and
resolution of technical issues
Phase 3 Key Activities:
• Conduct periodic oversight activities as determined in Phase 2 at the direction of
Facilities Superintendent or designee to ensure Project is deployed and functions as
specified, including but not limited to design review, permitting, utility interconnection,
building commissioning, systems inspections, and resolution of technical issues
• Work with City and vendor as necessary in the resolution of any technical problems that
arise during deployment
ATTY/AGR.2022.070/Optony Inc.
