<br />88 <br />ATTACHMENT Page 11 <br /> <br />PLANNED DEVELOPMENT PERMIT <br /> <br />A. PROPOSED FINDINGS FOR DENIAL <br /> <br />1. Recommendation: That the City Council deny the applicant's appeal and <br />hereby disapprove the Planned Development Permit for the revised Project, <br />based on the following findings: <br /> <br />Findinas: <br />Pursuant to the City of Redwood City Zoning Ordinance (the "Zoning <br />Ordinance") Section 46.7, the City Council finds that the proposed <br />development does not provide an environment of physical and functional <br />desirability, in harmony with the character of the surrounding neighborhood or <br />district because of the following reasons: <br /> <br />a. The large and unvarying parcel and home size of the units do not reflect <br />the character defining variety in housing size found throughout the <br />neighborhood. <br /> <br />b. The streetscape treatments proposed for this project do not serve to <br />include the neighborhood. The additional neighborhood <br />gateway/identification features proposed by the applicant in an attempt to <br />enforce a positive neighborhood identity and support pedestrian <br />orientation do not serve this purpose because the gateway identification <br />features do not function to make the new development a part of the <br />existing neighborhood. These proposed improvements are completely <br />external to the project and do not serve to incorporate the new <br />development into the existing neighborhood fold. <br /> <br />c. The project neither improves nor respects the natural character of the <br />creek because in order to truly optimize and respect the natural features of <br />the site, this project should abide by the 25 foot setback. Even though the <br />code may relate specifically to NPDES requirements, overall the intention <br />of a planned development permit modification is to provide a project that is <br />better than what would occur under standard subdivision regulations. An <br />exception should only be granted when a special feature of the project is <br />preserved, highlighted, or created by permitting a modification of existing <br />design standards. Modifications should make a project more compatible <br />with the neighborhood and not detract from the existing character. <br /> <br />B. TWENTY FIVE FOOT SETBACK TO CORDILLERAS CREEK - SPECIAL <br />CONSIDERATION OF PLANNED DEVELOPMENT PERMIT <br /> <br />1. Recommendation: The City Council deny the appeal and should not approve <br />the reduced creek setback modification. <br />
