If requested by the City, Consultant shall attend the meeting, either in-person or via video conference (as requested by the City), to answer any questions and incorporate input from the public into final recommendations, as needed. 11.Prepare Proposition 218 Notice. Consultant shall assist the City in drafting the required Proposition 218 notice to the public. The notice shall include charts (or similar visuals) where appropriate, which will include, but is not limited to, a rate comparison with other cities. At least six weeks prior to the planned date of mailing, a draft Proposition 218 notice of public hearing must be submitted to the City. Consultant shall incorporate any feedback after the City’s review and submit a final Proposition 218 notice of public hearing to the City two weeks prior to planned date of mailing. 12. Submit Final Draft Report. Consultant shall submit to the Right-of-Way Superintendent a draft report that thoroughly details the results and recommendations of their analysis and serve as a document of record in compliance with Proposition 218. The report will provide details of key assumptions used in the study results and a clear explanation of allocation of costs by rate schedule, the required rate adjustments, the ideal schedule of years to adopt, and the impact of rate design options on customer bills. The report shall include charts (or similar visual) where appropriate, such as a rate comparison with other cities and graphics depicting the breakdown of revenue and expenses by type. A final report will incorporate any responses to comments and questions from City staff. Draft and final deliverables shall be made available in Word, Excel, and PDF file formats (as appropriate). Word and Excel formats shall be editable by City Staff. 13. Attend Public Hearing on Solid Waste Rates. Consultant shall attend, either in- person or via video conference (as requested by the City), the public hearing on the solid waste rate recommendation and be available to answer questions from the City Council and public.
