If requested by the <br />City, Consultant shall attend the meeting, either in-person or via video <br />conference (as requested by the City), to answer any questions and <br />incorporate input from the public into final recommendations, as needed. <br />11.Prepare Proposition 218 Notice. Consultant shall assist the City in drafting the <br />required Proposition 218 notice to the public. The notice shall include charts (or <br />similar visuals) where appropriate, which will include, but is not limited to, a rate <br />comparison with other cities. At least six weeks prior to the planned date of <br />mailing, a draft Proposition 218 notice of public hearing must be submitted to the <br />City. Consultant shall incorporate any feedback after the City’s review and submit <br />a final Proposition 218 notice of public hearing to the City two weeks prior to <br />planned date of mailing. <br />12. Submit Final Draft Report. Consultant shall submit to the Right-of-Way <br />Superintendent a draft report that thoroughly details the results and <br />recommendations of their analysis and serve as a document of record in <br />compliance with Proposition 218. The report will provide details of key <br />assumptions used in the study results and a clear explanation of allocation of costs <br />by rate schedule, the required rate adjustments, the ideal schedule of years to <br />adopt, and the impact of rate design options on customer bills. The report shall <br />include charts (or similar visual) where appropriate, such as a rate comparison with <br />other cities and graphics depicting the breakdown of revenue and expenses by <br />type. A final report will incorporate any responses to comments and questions <br />from City staff. Draft and final deliverables shall be made available in Word, Excel, <br />and PDF file formats (as appropriate). Word and Excel formats shall be editable <br />by City Staff. <br />13. Attend Public Hearing on Solid Waste Rates.
