The Project Description (CEQA Guidelines Section 15124) is the basis for analyzing the <br />environmental impacts of the proposed project components. An accurate project <br />description early in the process is particularly important during an accelerated schedule, <br />such as on Lot A. Late changes to the project description often delay progress on the <br />CEQA analysis and are to be avoided. Subconsultant will incorporate City/Consultant <br />approved design concepts into the project description for CEQA review. Design concepts <br />should be adequately developed so that the physical area of impacts, or the `project <br />envelope', is large enough to accommodate any future changes arising from design <br />development. Subconsultant will use consultant's City approved designs and engineering <br />to prepare the draft Project Description for the IS/MND environmental documentation. <br />The Project Description will include all key design features for the park site at Lot A. To <br />prepare a CEQA level Project Description that includes the `whole of the action' <br />Subconsultant will obtain the following information from City/consultant: <br />• Edge of disturbance for all construction activities <br />• Preferred concept plan for Lot A <br />• Locations of any new structures, bridges, or utility connections <br />• Locations and descriptions of any vegetation to be removed <br />• Locations of any buildings to be moved or demolished <br />■ Any new exterior lighting associated with the park <br />• Locations of staging areas and routes for construction traffic <br />• Construction equipment list and schedule (for air quality, greenhouse gas, and noise <br />impacts) <br />• Volumes of excavation and material import, (number of truck trips during construction) <br />• Any new landscaping, flood control or water features to the degree feasible, <br />Subconsultant proposes to "front -load" the Project Description with design features <br />that will "self -mitigate" potentially significant project impacts, with proposed <br />conservation measures such as work window limitations for sensitive species. <br />Deliverables: <br />Two drafts and one final Project Description including two rounds of response to <br />City/Consultant comments <br />Figures showing project location, Project study area and limits of disturbance, developed <br />design concepts from Consultant for the Lot A park with relevant details. <br />Detailed descriptions of redevelopment at the library including construction and <br />operational requirements. <br />Subtask EA: Technical Studies <br />The environmental constraints analysis for the trails program and the project description <br />for Lot A will inform the depth of technical study required for each effort. However, neither <br />the Lot A project nor the trails program, are currently defined therefore the scope of the <br />technical evaluations is not yet clear.
