Thresholds of Significance from the current version of the State CEQA Guidelines, as well <br />as any City -required Thresholds of Significance. The IS/MND will include the content <br />specific in Section 15071 of the CEQA Guidelines. The IS/MND will evaluate potential <br />impacts of the proposed project/program and will consider information contained in <br />existing technical reports and documents related to similar projects as applicable, relevant <br />regulations and policies, and other information obtained through the research efforts of <br />Subconsultant staff. Subconsultant will submit a draft electronically in MS Word format. <br />Subconsultant `s approach to several key sections that have the potential for impacts, as <br />addressed in technical studies, are introduced below: <br />Air Quality: The Bay Area Air Quality Management District (BAAQMD) guidelines for <br />CEQA impact evaluations will be followed to determine if there are potentially significant <br />impacts from emissions of particulate matter and toxic air contaminants (TACs). The <br />BAAQMD is in a "nonattainment" area for these pollutants. These types of emissions <br />could occur during construction and operation of the project, particularly if large events <br />are proposed. <br />A particular consideration in the park evaluation will be the apartment housing near the <br />parking area. The preferred park concept will be within 1,000 feet of the apartments, which <br />typically requires a health risk assessment to evaluate the impacts of exposure to TACs <br />on senior residents. However, consideration of the benefits of a new park, as compared <br />to a parking lot, in this case is warranted. The project may not involve significant earth <br />movement, so air quality modeling would not otherwise be required to evaluate <br />construction emissions of particulate matter, nor TACs. <br />Cultural and Tribal Resources: Subconsultant will conduct a search of cultural resource <br />records for the Lot A Park area and assumes the City will engage in tribal consultation <br />with any tribe that expresses an interest in this project to meet requirements of AB -52. <br />Subconsultant is experienced in supporting Lead Agencies in the tribal consultation <br />process. <br />Tribes with ancestral lands in the area may have knowledge of undocumented cultural <br />resources. Thus, potentially significant impacts to cultural resources may be found within <br />the Project area. <br />The library is an historic structure (former firehouse), on to which a new structure has <br />been added. Penetration of this new structure is proposed for additional access to the <br />expanded park. Since the structure is on the National Register of Historic Places review <br />of the building modification under Section 106 of the National Historic Preservation Act is <br />may be a requirement of the Lot A project approval. <br />Noise: The Lot A project may have temporary construction related impacts. Special <br />programming could add to operational noise impacts. Construction related impacts <br />depend on the duration of equipment use and its proximity to sensitive receptors such as <br />the senior housing center. Operational impacts could occur when the park area is used <br />for special events particularly if amplified sound, or nighttime events are planned.
