events are proposed as part of the park's programming, then noise modeling would <br />characterize the existing noise environment and estimate potential impacts. <br />The ambient noise data will be used to evaluate whether the proposed development is <br />consistent with the land use compatibility guidelines in Redwood City General Plan <br />prepared in 2010. The appropriate approach to characterizing ambient noise will be <br />determined when the environmental review work is initiated and after consultation with <br />Redwood City. <br />Recreation: This project increases the availability of recreation in the downtown <br />environment that would benefit nearby residents. Though not typical of CEQA, these <br />benefits could be characterized to offset temporary construction impacts on the same <br />residents. CEQA requires that the analysis of recreation impacts examine whether <br />construction of new facilities and trails can impact biological and physical resources. <br />Parking and Traffic: Parking is no longer a CEQA requirement, but downtown merchants <br />may feel dependent upon its availability. Redwood City provides a variety of parking <br />options some of which are new since the Parking Memo was prepared. The Lot A project <br />would affect available parking at the library. An updated response strategy for those <br />impacts to City patrons will be needed to address the issue in public forums. <br />Deliverables: <br />+ Incorporation of appropriate technical report findings into each CEQA IS/MND <br />■ The Administrative Draft IS/MND will include the approved Project Description (Task E3) and <br />Subconsultant's initial responses to all CEQA Appendix G questions. <br />• Word file for editing and comments. PDF file for full text and graphics review for each <br />document. <br />• Appendices will include approved technical reports. <br />Subtask E.6: Prepare Public Draft IS/MND per City Staff Comments <br />Subconsultant will address two rounds of Consultant/City comments on the Administrative <br />Draft IS/MND. It is assumed that all Consultant/City comments will be consolidated into <br />one set, which will aid Subconsultant in completing the document in the most timely and <br />efficient manner. Subconsultant will submit an electronic pdf format version of the <br />Screencheck Draft IS/MND that Consultant and City staff can review to confirm that all <br />comments have been adequately addressed. <br />Deliverables: <br />• Respond to two rounds of comments for the Administrative Draft IS/MND <br />• Single Screencheck Draft for approval of each publication <br />Subtask E.7: Publication of the Draft IS/MND <br />Upon approval of the Screencheck Draft IS/MND, Subconsultant will produce electronic <br />copies for distribution plus up to ten hard copies for city staff to use during the 30 -day <br />public review. Electronic files provided to City include the administrative record, all <br />required notices, referenced documents and other pertinent information.
