REV: 08-25-2022 RL <br />•Recycled Water System Development: a fee for development projects required <br />to use recycled water per the City’s Municipal Code Section 38.52 to pay towards <br />the capital costs to construct new recycled water pipelines, storage facilities, pump <br />stations, and treatment facilities required to serve project facilities with recycled <br />water for internal and external uses. This fee shall consider a requirement for <br />projects within a distance determined by this study to construct new recycled water <br />pipelines from the nearest existing or planned recycled water pipeline by the <br />developer and at the project developer’s expense. This requirement is intended to <br />be codified in the City’s municipal code and/or Engineering Standards <br />•Emergency Water Tank and Pump Station Fee: a fee for development projects <br />to pay their fair share towards constructing new water storage and pumping <br />facilities as identified in the City’s Water System Master Plan and may apply to a <br />specific geographic area <br />•Fire Flow Testing Fee: Consultant shall study and propose a fee to recover the <br />cost of performing a fire flow test including staff time and water used <br />•Sanitary Sewer Fats, Oils and Grease Fee: a fee for City staff to perform <br />inspections, enforcement and other activities identified as necessary by the City <br />related to fats, oils, and grease. Consultant shall review the applicable City <br />municode/ordinance for fats, oils, and grease to determine whether a fee is <br />recommended. <br />Task 3c. Comparison of Development Fees with Neighboring Jurisdictions <br />Consultant shall prepare a rate comparison analysis to illustrate how the City’s current <br />and proposed development fees compare to neighboring jurisdictions. For water-related <br />charges, Consultant shall survey other BAWSCA member agencies. For sewer-related <br />charges, Consultant shall survey comparable, representative agencies in the Bay Area <br />region, which shall include the appropriate members of SVCW and BAWSCA. <br />Task 3d. Communicate Results <br />All meetings and presentations described will encompass the results of the water and <br />sewer rate and development fee studies, unless indicated otherwise on the project <br />schedule. All draft deliverables shall be submitted to the Public Works Director or their <br />designee(s) to allow for a minimum two-week review period from City staff. <br />Project Status Meetings <br />Consultant shall provide status updates to City staff to communicate progress on tasks <br />and ensure alignment with staff direction and timing. During the kick-off meeting, <br />Consultant shall establish a day and time for standing 30-minute check-in calls with staff <br />every two weeks. These meetings are intended to obtain staff input and develop solutions <br />that will be accepted by City Council and ratepayers. <br />Preliminary Findings Memorandum <br />Midway through the conduct of the project, Consultant shall document the results of the <br />analysis in a brief memorandum that summarizes existing fees and/or fee structures, new <br />fees, an explanation or purpose of the fee, their cost model showing allocation of costs, <br />and any recommended adjustments to existing fee designs. <br />ATTY/AGR.2022.318/HF&H Consultants, LLC (Page 23 of 27)
