REV: 10-11-2022 RL
requirements and relationships, as well as flexibility and expandability. Analyze key
elements within the Hoover Park site to guide the master plan including site access and
circulation, prevailing winds, local demographics, condition of existing facilities, review of
current aquatics filtration system, soil types, existing utilities (and tie-ins), drainage and
site lighting, etc. Consultant will identify relevant issues, needs, questions, constraints,
and opportunities that may influence or impact the Project.
Deliverables:
 Summary memo of issues/topics that relate to or affect the project
Subtask 1.3: Evaluation of existing inventory of park and recreation facilities
Consultant will review City parks and recreation facilities will help create a clear snapshot
of the City’s current level of park service. This includes a review of the General Plan
sections related to parks and any specific plan sections related to future parks. Further,
the distribution of parks and park amenities across the City will show how the Hoover
Park Master Plan can be targeted to develop equitable public amenities and accessible
to all residents over the next 10 years and beyond.
Deliverables:
 Summary memo of issues/topics that relate to or affect the project
Subtask 1.4: Preparation of Conceptual Level Topographic Survey of site (including
utility research & mapping)
Consultant will prepare project base maps using existing information provided by the City.
Consultant produced base maps will be suitable for use in public workshops and
conceptual park planning tasks. The base maps will include elements including but not
limited to topography, trees, buildings, and all pedestrian and vehicular circulation
systems. The base maps will be useful for comparisons between existing conditions and
proposed improvements.
Deliverables:
Surveying services in support of this project will include:
o Performing a topographic survey of all hardscape and softscape, including: grade
breaks, high points, low points.
o Locate surface-visible utility features and significant improvements, such as:
fences, walls, buildings, walkways, drainage structures, lights, poles, vaults, valves,
meters, boxes, manholes, drain inlets, catch basins, culverts, and outfalls.
o Locating all trees 6” in diameter or larger with driplines on the base plan.
o Measuring invert elevations of all gravity storm drains and sewer pipes at
manholes and accessible structures.
o Researching and compiling a list of utility companies who may have facilities in
the vicinity of project for subsurface utility research and base mapping.
Requesting copies of existing maps, GIS data, improvement plans, as-
builts, record drawings, etc. from each utility operator that shows their
existing subsurface infrastructure within the surface limits.
ATTY/AGR.2022.233/O'Dell Engineering (Hoover Park Master Plan) (Page 12 of 22)
